EMERGENCY
PROGRAM MANAGER
NATURE
OF WORK
This
is advanced professional and administrative work in the management of specially
assigned programs and projects in the operation and planning of the Emergency
Management Division. Work involves coordination of planning and operational
actions for emergency support functions for Broward County's Comprehensive
Emergency Management Plan (CEMP). Position incumbent plans, reviews, revises,
trains, implements, and exercises disaster response and recovery functions and
responsibilities, as enumerated in promulgated plans, of county departments,
divisions, municipalities, and stakeholder agencies, and ensures non-county
government plans are compatible with county plans. Work involves planning,
coordinating, and implementing operational section(s) or function(s) of the
emergency management program as prescribed by the Emergency Management
Director. Examples of such sections or
functions include, but are not limited to, the following areas: planning,
hazard mitigation, terrorism, hazardous materials, evacuation, mass care,
damage assessment, Emergency Operations Center (EOC) readiness, exercises,
resource management, and the coordination of emergency services,
infrastructure, or human services functions.
May serve as a section chief during EOC activations. Accomplishment of work objectives may require
incumbent to exercise supervision over other emergency management personnel,
subordinate clerical personnel, county and municipal agency representatives,
and various volunteer and training groups.
Work is performed with considerable independent judgment within
established guidelines. Performance is reviewed by an administrative superior
for conformance to established policy.
ILLUSTRATIVE
TASKS
Advise and assist the Broward County
Emergency Management Division (BEMD) Director on all operational and technical
matters related to the emergency management program section(s) or function(s)
assigned.
Work closely with private
organizations, as well as, county, state, and federal governmental agencies in
planning and developing procedures necessary for coordinating planned responses
to local disasters.
Establish the resources required by
emergency responders and the community at large in order to prepare for, and
respond to, disaster situations that relate to the program manager’s assigned
section(s) or function(s) of the emergency management program.
Maintain operational readiness of the BEMD
and EOC. Plan, coordinate, train, and
exercise groups and individuals that function within the program manager’s
assigned section(s) or function(s) of the emergency management program so as to
assure that the groups or individuals respond as planned. Develop, maintain,
train and exercise the requisite standard operating procedures, checklists, job
aids, etc.
Prepare project applications for
federal and state funds to provide expansion of facilities and services;
research feasibility of expanded activities and submit reports to
administrative superiors.
Assist in the emergency activation
functions of the Emergency Operations Center to assure the operational
readiness and effective performance of the EOC.
Serve in a management capacity during the EOC activation.
Function as the Duty Officer, the
24-hour emergency point of contact for the Emergency Management Division. Provide appropriate referral or information
to inquirers and respond appropriately to those situations requiring further
intervention by the BEMD and/or the EOC.
Receive, store, maintain, and utilize written
materials and equipment necessary for emergency planning, preparedness,
response, and recovery to disaster situations.
Participate
in community seminars and continuing education programs in order to enhance own
knowledge.
Coordinates
and directs grant writing activities for federal and state grant funding
opportunities related to the emergency management program section(s) or
function(s) assigned; coordinates preparation of grant proposals and writes
grant applications, as needed.
Prepare reports, procedures and
documentation that support Broward County emergency management functions.
Supervise subordinate and support
staff.
KNOWLEDGE,
ABILITIES AND SKILLS
Considerable
knowledge of Emergency Management principles, procedures, practices and
regulations.
Considerable
knowledge of the Incident Command System (ICS).
Considerable
knowledge of the practices in the fields of local government personnel
management, organization, administration, budgeting and accounting.
Knowledge
of personal computers and effective procedures for their use.
Considerable
knowledge of the principles, practices, and procedures of organization,
management, and administration.
Strong
interpersonal skills and the ability to effectively communicate in both oral
and written forms to prepare accurate, concise, complete, and informative
materials.

REQUIRED
EXPERIENCE AND TRAINING
Graduation
from an accredited four (4) year college or university with major course work
in public or business administration or field related to Emergency
Management. Four (4) years experience in
a staff or administrative capacity appropriate to Emergency Management planning
and/or operating; or any equivalent combination of relevant training and
experience. Emergency Management or
equivalent certification preferred.
NECESSARY SPECIAL REQUIREMENTS
Proof
of completion of the following incident command courses must be submitted by
date of hire: IS-700, IS-800, ICS-100,
ICS-200, ICS-300, and ICS-400. Valid
Florida driver’s license required.
Position may require the ability to obtain and maintain a Security
Clearance.
