SENIOR EQUAL OPPORTUNITY INVESTIGATOR
NATURE OF WORK
This
is highly responsible advanced investigative and supervisory work in the
County’s Office of Equal Opportunity.
Work
involves responsibility for the direct supervision of the daily operations of
the functional areas of charge intake services, investigative services for
alleged violations of local and federal law, Americans with Disabilities Act
(ADA) compliance reviews including acting as lead investigator on complex
cases. Supervision is exercised over a
staff of Equal Opportunity Investigators.
Personnel in this classification are assigned to the Civil Rights
Division and exercise considerable independent judgment in the supervision and conduct
of investigations. Work is reviewed by
the Division Director through conferences, investigative reports, and program
achievements.
DISTINGUISHING
CHARACTERISTICS
This
class is distinguished from the Equal Opportunity Investigator by the
supervisory or lead worker responsibility and for utilizing considerable
independent judgment and initiative in performing assigned work, and the
greater experience required.
ILLUSTRATIVE TASKS
- Supervises
the charge intake process and investigations in assigned specialty, in
accordance with best practices in equal employment, fair housing, anddisability affairs,.
- Reviews,
analyzes, and approves cases submitted by Equal Opportunity Investigators,
as to form and content, for approval by the Equal Opportunity Manager.
- Provides
advanced technical assistance to investigative staff in both intake and
investigative activities.
- Maintains
up-to-date knowledge of current policies, procedures, laws, and court
findings.
- Reviews
and is accountable for analytical reports of investigative findings
prepared by subordinate investigators.
- Conducts
settlement discussions with involved parties, including proposing remedies
(Civil Rights).
- Supervises
analysis of data, processes, procedures, and guidelines.
- Supervises
and coordinates training program activities.
- Assists
in the coordination and support of advisory boards assigned to the Office
of Equal Opportunity.
- Performs
related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
- A proven
ability to supervise investigative staff in the conduct of high quality
investigations in Equal Opportunity specialty areas, and to be accountable
for performance outcomes and objectives for such activity.
- Comprehensive
applied knowledge of investigative principles and techniques including
interviewing, obtaining and analyzing data, preparing investigative
reports, and serving as a witness in hearings and court proceedings,
beyond that required of the Equal Opportunity Investigator.
- The
ability to approach complex interpersonal situations with the compassion
and understanding necessary given the frequently intense emotional nature
of the inquiries and investigations the Office receives.
- Extensive
knowledge of, and the ability to interpret and apply, federal, state, and
local law, to discrimination and compliance investigative activities.
- Knowledge
of the functions and jurisdictions of related agencies, for purposes of
case referral.
- Knowledge
of standard employment practices in both the public and private sectors,
including recruitment, labor agreements, disciplinary actions, and pay and
classification.
- Knowledge
of EEOC, HUD, labor relations, ADA regulations and law.
- Ability
to communicate ideas effectively, both orally and in writing.
- Ability
to maintain integrity and impartiality, using sound judgment and
initiative.
- Ability to establish and maintain
effective working relationships with the general public, co-workers,
elected and appointed officials and members of diverse cultural and
linguistic backgrounds, regardless of race, color, religion, gender,
national origin, age, marital status, political affiliation, familial
status, disability, sexual orientation, pregnancy, or gender identity and
expression.
REQUIRED EXPERIENCE AND TRAINING
Graduation
from an accredited four year college or university with major course work in
social or behavioral sciences; public or business administration; or other
field related to the investigative functions of the Office of Equal
Opportunity, and a minimum of six (6) years of progressively responsible
experience in investigations and compliance, including two (2) years actively
supervising investigations and compliance in one of the following specialties:
Americans with Disabilities Act; Equal Employment Opportunity; Fair Housing; or
any equivalent combination of relevant training and experience.
