CHILD CARE QUALITY SUPERVISOR
NATURE OF WORK
This is specialized
child care regulatory and quality of care rating work, coordinating the varied
management rated license functions in licensed child care facilities and family
child care homes and supervising assigned staff.
Work involves
providing administrative assistance in formulating policies and objectives, and
coordinating the rating of the quality of care provided by licensed child care
facilities and family child care homes in
Work includes
ensuring the completeness and reliability of assessments with the Quality
Rating System as well as supervision of quality rating staff and coordination
of meetings with the technical assistance agency.
Supervises
professional analysis staff and administrative support employees.
May also conduct
site visits to monitor compliance with the Early Childhood Environmental Rating
Scale-Revised (ECERS-R), Infant/Toddler Environmental Rating Scale (ITERS) and
Family Day Care Rating Scale (FDCRS). Work is performed with considerable
independence within established policies and procedures. Work is reviewed by an
administrative superior through periodic reports and evaluation of results
achieved.
ILLUSTRATIVE
TASKS
Achieves and
maintains appropriate level of technical competence, including inter-rater
reliability, on the ECERS-R, ITERS, and/or FDCRS.
Assigns new quality
rating system applicants to maintain adjusted caseloads for quality rating
staff.
Assists in
development and monitoring compliance with Division and Section policies and
procedures and in formulating program goals.
Assists in preparing
the Section and Division budgets and in the contractual processes e.g., with
the Early Learning Coalition of Broward County, Inc., etc.
Attends conferences,
meetings and job-related activities at the request of the Division or Section
Management.
Conducts statistical
and program analyses and presents findings. Reviews analyses and findings
prepared by staff.
Coordinates and
attends system coordination meetings and regular meetings with the technical
assistance agency. Attends other meetings and conferences as required.
Coordinates and
facilitates training with the State and County early child care resource
persons, e.g., with regard to related support services. Participates in the
coordination, development, and conduct of seminars, consultations, speaking
engagements and other special events/projects.
Develops policies
and work rules for the Quality Rating unit and staff, including formulating
Standard Operation Procedures for the Quality Rating System.
Implements training
on the ECERS-R, ITERS, and/or FDCRS, including reliability training and data
collection procedures for the Rated Licensing System.
Maintains knowledge
of trends and developments in the field by attending workshops and seminars on
early childhood development and education, etc.
May make site visits
to child care facilities and/or family child care homes in support of the work
of the Quality Rating Unit and staff.
Plans, assigns, and
reviews the work of subordinate staff who rate licensed child care facilities
and family child care homes.
Prepares complex
reports including evaluation reports, using computer-based applications.
Prepares narrative
and technical reports using computer based software applications. Reviews
technical reports prepared by staff.
Provides technical
and operational information for use in reviewing or developing new regulations
to be incorporated into the County’s Child Care Ordinances.
Provides technical
assistance to quality rating staff, as needed. Facilitates and coordinates
inter-rater reliability on the ECERS-R, ITERS, and/or RDCRS.
Represents the Unit,
Section, and/or Division concerning rating, training, and program objectives in
the Quality Rating System.
Reviews assessment
reports, child care files and other documents for thoroughness, quality,
productivity and timeliness for quality rating staff.
Supervises staff
responsible for rating licensed child care facilities and family child care
homes.
Trains staff and
evaluates staff performance.
Performs related
work as required.
KNOWLEDGE,
ABILITIES AND SKILLS
Considerable knowledge
of community resources related to the needs of young children.
Considerable
knowledge of the principles, practices and techniques of early childhood
development.
Considerable
knowledge of the provisions of the Florida State Statutes and County Child Care
Ordinances regarding child care facilities and family child care homes.
Knowledge of child
development and child care classroom best practices.
Knowledge of ECERS-R
(Early Childhood Environment Rating Scale-Revised), ITERS (Infant/Toddler Environment
rating Scale), and/or FDCRS (Family Day Care Rating Scale).
Ability to assist
owners, directors, and/or providers in meeting the standards of a Quality
Rating System.
Ability to
communicate clearly and concisely, both orally and in writing.
Ability to
coordinate and oversee rater reliability during the assessment and/or rating
process.
Ability to learn and
apply knowledge of ECERS-R (Early Childhood Environment Rating Scale-Revised),
ITERS (Infant/Toddler Environment rating Scale), and/or FDCRS (Family Day Care
Rating Scale).
Ability to maintain
objectivity during the assessment or monitoring process.
Ability to plan,
assign, supervise, and evaluate the work of subordinate staff in a manner
conducive to full performance and high morale.
Ability to prepare
and maintain records and to assist in preparing comprehensive reports using
basic computer word processing and other applications.
Ability to serve the

Environment rating Scale), and/or FDCRS (Family Day Care Rating Scale).
REQUIRED EXPERIENCE
AND TRAINING
Master’s degree from
an accredited college or university with major course work in early childhood
development, child psychology, sociology, social work, or other field directly
related to this assignment; four (4) years of experience in working with young
children in a preschool or child care setting which includes two (2) years of
experience in an administrative or supervisory capacity and, two (2) years of
experience in applying child care quality rating scales; or any equivalent
combination of relevant training and experience.

Possession of a
valid
