CONTRACTS/GRANTS ADMINISTRATOR II
NATURE
OF WORK
This is professional and administrative
work assisting in initiating, coordinating, and/or administering assigned
programs or projects involving public sector procurements and/or contract, grant
or lease administration.
Work involves monitoring or
evaluating compliance with the terms of a contract or grant which has
operational responsibilities of a moderate scope and/or reviewing community
agency adherence to established standards.
Activities may also include monitoring or evaluating compliance with
established human/public service program outcomes and associated indicators. Employees in this class are expected to
initiate, coordinate and manage activities of assigned procurements, contracts,
grants or leases and/or monitor or evaluate them with some independence,
although all major decisions are referred to an administrative superior for
advice and direction. Supervision is received through conferences with an
administrative superior and by adherence to established policies and
procedures. Incumbent may serve as lead worker over clerical staff and
specially assigned technical subordinates. Work is reviewed through
conferences, reports and program achievements.
DISTINGUISHING CHARACTERISTICS
This classification is
distinguished from a Contract/Grants Administrator I by the increased
responsibility for independence in initiating, managing, coordinating, and/or
evaluating one or more grants, contracts, or leases as well as by the scope and
complexity of the grants, contracts or leases involved and by the lead worker
responsibility.
ILLUSTRATIVE TASKS
Maintains
an assignment of a moderate number of contracts for administration, monitoring
and/or evaluation activities.
Monitors or
evaluates grants, contracts and/or leases.
May conduct site
visits to observe and analyze the administrative competence and contractual
compliance of contracted agencies and efficacy of contracted programs in
performing required activities and achieving outcomes.
May
provide technical assistance and training to assist contracted providers to
achieve contractual compliance and to improve administrative and programmatic
competence.
Generates
detailed contract related reports based on site visits and/or desk audits of
the program/s, using computer based software applications.
May review and
approve provider invoices for payment.
Maintains
contract related data in hard copy and electronic formats.
Initiates,
coordinates, manages, monitors,
and/or evaluates activities of a contract, grant and/or lease project which has
operational responsibility of a moderate scope, a moderate-sized budget, and/or
which may provide a supplemental County service.
Assumes project
responsibility for administering, monitoring and/or evaluating the activities
and operations of a contract, grant and/or lease project.
Assists in the development
of projects, programs, contracts and grants and in the development of
monitoring and evaluation policies, procedures and schedules; may assist in
developing procurement or solicitation documents; may assist with review of
solicitation or procurement responses.
Performs analysis of
grants, contracts and/or leases; prepares statistical reports, project reports,
monitoring and/or evaluation reports and related data using basic office
computer software applications.
Researches and writes new
grant proposals.
Provides professional level
staff assistance to an administrative superior or division or department superior
in specially assigned areas of operation; assists and advises on matters
pertaining to contract, grant and/or lease project assigned.
May
assist in planning, coordinating and directing the work of subordinates as
required by work assignment.
Facilitates the
accomplishment of work through providing, obtaining and coordinating a variety
of services.
Provides administrative
liaison among various county operational and administrative functions related
to an assigned contract grant and/or lease; interprets and explains policy
regulations and operating procedures.
Performs
related work as required.

of the standard practices in the fields of local government or public
procurement, budgeting and accounting.
Knowledge
of human/public service contract and grant initiation and administration.
Knowledge
of best practices in the field of monitoring and evaluation of contracts and
grants.
Knowledge of modern office
practices, systems and equipment.
Knowledge
of the functions and operations of the unit to which assigned.
May require knowledge of best practices in human/public
service delivery models or best practices as appropriate to the area of
assignment.
May require knowledge of best practices in quality assurance
and/or continuous quality improvement as appropriate to the area of assignment.
Ability
to use a computer, particularly word-processing and spreadsheets, at a
proficient level.
Ability
to plan, direct, and coordinate the work of subordinates as required by work
assignments.
Ability to research best
practice models for contract/grant administration, monitoring and/or
evaluation, and human/public services.
Ability

REQUIRED EXPERIENCE AND TRAINING
Bachelor’s degree from an
accredited four-year college or university with major course work in public or
business administration or other field closely related to area of assignment;
two (2) years of experience in a staff or administrative capacity initiating,
managing, coordinating, monitoring and/or evaluating contracts, grants and/or
leases; or any equivalent combination of relevant training and experience.
