SENIOR GRANTS RESEARCH SPECIALIST

 

NATURE OF WORK

 

This is advanced professional and administrative work in research for use in applying for grants, in planning, in project evaluation, and in grant writing in the area of health and human services. Incumbents provide and coordinate technical assistance and capacity-building support to internal and external customers, including community and faith-based organizations.

 

Work also involves maintenance of a grant funding resource database and library and development of trainings for governmental and community based health and human service organizations. Also conducts literature review research and completes service gap analyses. Work also includes lead responsibility for project assignments related to federal, state and local grant writing activities.

 

The employee works with a high degree of independence, initiative and latitude in the performance of assignments. Supervision and direction are provided by an administrative superior who reviews and evaluates work for the attainment of desired results.

 

DISTINGUISHING CHARACTERISTICS

 

This classification is distinguished from the Grants Research Specialist by the complexity of the assignments, the increased experience requirements, the coordination of the activities of staff, as assigned, the development of professional and technical trainings, and by the lead responsibilities for grant development.

 

ILLUSTRATIVE TASKS

 

Collects, processes, analyzes and evaluates data; prepares narrative and statistical reports.

 

Develops and conducts professional and technical training for governmental agencies and for non-profit organizations in grant writing, administrative practices, fund raising, program outcome measurement, grant regulations and requirements and program development.

 

May assume lead responsibility for planning and implementing research projects concerning local demographics, service gaps, asset mapping, and literature reviews in the area of health and human services.

 

Conducts daily research related to funding opportunities and posts such findings on the Human Services web page.

 

Coordinates collaborative grant activities, planning meetings related to grant development, tracking community interest, and preparing reports of activities and interest.

 

Maintains a grants resource database and library.

 

Implements the process of reviewing grant applications and proposals for funding from governmental and community based health and human service organizations.

 

Takes a lead role in grant writing activities for federal, state and local funding for the County and local non-profit organizations.

 

Offers capacity building and technical assistance services to non-profit organizations to improve their administrative efficiencies and develop their strategies to generate revenue.

 

Participates in the preparation of office procedures, project completion schedules and user manuals for grant writers.

 

Prepares statistical and analytical reports using computer based office software, including spread sheet applications.

 

Attends conferences, and public and professional meetings.

 

Coordinates the activities of assigned staff.

 

Performs related work as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Considerable knowledge of the principles and practices of general, planning, administrative practices, and grant writing.

 

Considerable knowledge of sources of information, current literature and recent developments regarding research and planning in health and human services programs.

 

Considerable knowledge of contract and grant administration practices and principles.

 

Considerable knowledge of the standard terminology, techniques and practices of data collection and basic statistical analyses using computer-based spread sheet applications, such as Excel.

 

Ability to create presentations of data and/or research findings, including written reports, using computer based applications, including spread sheets, Power Point, and/or similar applications, as needed.

 

Knowledge of grant application procedures and regulations for federal, state, local government and for foundations.

 

Knowledge of strategic planning approaches, quality improvement strategies and program evaluation, especially as they relate to housing, homelessness, and behavioral health.

 

Knowledge of modern office and project management practices.

 

Ability to organize and analyze information and perform planning research.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to plan, direct, and coordinate the work of assigned staff as required by work assignments.

REQUIRED EXPERIENCE AND TRAINING

 

Bachelor’s degree from an accredited college or university with major course work in a field closely related to this assignment; four (4) years of experience in research, grant writing and/or development of training in the field of health, social and/or human services; or any equivalent combination of relevant training and experience.
