MOSQUITO CONTROL MANAGER

NATURE OF WORK

This is highly responsible supervisory and technical administrative work in planning, organizing and directing the activities of the Mosquito Control section in the County's Streets & Highways Division.

Work involves responsibility for the administration and direction of a county-wide mosquito abatement program. Position incumbent exercises independent judgment in directing mosquito control operations. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by the Division Director. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers the county's mosquito abatement program; directs through subordinates the planning, scheduling and coordination of section activities; develops policies, procedures and priorities to meet established section goals.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the section.

Prepares and monitors the section's budget and prepares special reports as required by the Director.

Responsible for the operations of the aerial spray program.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of mosquito control.

Thorough knowledge of all federal, state and local regulatory requirements applicable to the use of pesticides.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from high school supplemented by course work in mosquito biology and control techniques; six (6) years experience in mosquito abatement technology including supervisory and administrative experience; or any equivalent combination of relevant training and experience.

NECESSARY SPECIAL REQUIREMENT

Must meet the minimum standards set forth for a "Program Director" as stated in Chapter SE-13 of the State of Florida Administrative Code.
