ELEVATOR SYSTEMS
SPECIALIST
NATURE OF WORK
This is advanced engineering
and administrative work in the development and administration of maintenance
plans, service contracts and construction proposals for vertical and horizontal
transportation systems in County facilities.
Work involves responsibility
for operational management of elevators and related mechanical and electrical
systems to ensure compliance with industry and safety standards.
Duties include developing
contract specifications, periodic inspection of systems, reading and
interpreting mechanical and electrical engineering drawings, reviewing bid
proposals and serving as a consultant on major repair and modernization projects.
Incumbent exercises
considerable independent judgment in the application of professional
engineering principles and in the administration of contracts.
Work is reviewed for
conformity with industry standards, County and State regulations, and results
achieved.
ILLUSTRATIVE TASKS
Performs advanced
engineering work in the management of County vertical and horizontal
transportation equipment and systems; reads and interprets engineering and
mechanical drawings; analyzes and resolves complex technical problems.
Prepares detailed
specifications for elevator service and maintenance contracts; develops levels
of service; develops engineering cost estimates and related computations; makes
recommendations on difficult and complex engineering problems related to
elevator systems.
Monitors
performance of contractors and serves as a consultant on all major repairs,
modifications and upgrades of elevators, escalators, wheelchair lifts, stage
lifts, conveyor systems, moving sidewalks and related equipment; develops maintenance plans and construction
proposals.
Conducts periodic
inspections to insure safe and efficient operation of elevators and related
equipment; monitors rated speed of units, adjustments to electric circuits and
sequence of operations for compliance with manufacturer specifications and code
requirements.
Maintains activity
records and prepares periodic reports on elevator and escalator repair,
maintenance and inspection in accordance with County requirements and
applicable Florida Statutes.
Reviews bid requests
and inspects contractor files and other records to determine ability to fulfill
contract specifications; makes recommendations for award of contracts.
Approves monthly and
project invoices; reviews and approves modifications to contractual agreements.
Performs related
work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge
of mechanical and electrical engineering principles and practices as they
relate to the design, installation and maintenance of elevators and other
vertical and horizontal transportation systems.
Considerable
knowledge of current literature, trends and developments in the elevator
industry.
Considerable knowledge
of the principles and practices of contract administration.
Considerable
knowledge of accounting principles relating to budget and costing adherence.
Ability to manage
multiple complex contracts.
Ability to read and
interpret complex engineering drawings.
Ability to prepare
thorough and accurate construction and maintenance contract specifications.
Ability to
effectively monitor the work of service vendors and contractors.
Ability
to inspect complex systems and equipment for conformance to contract documents
and applicable standards and regulations.
Ability
to express ideas clearly and concisely, both orally and in writing.
Ability
to analyze bids and make recommendations for award of contracts.
Ability to operate a
personal computer and software used in advanced engineering and contract
administration work.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an
accredited college or university with a Bachelor’s degree in mechanical or
electrical engineering or closely related area of specialization; four(4) years of experience in elevator
systems engineering or operational management; or any equivalent combination of
relevant training and experience.
NECESSARY SPECIAL
REQUIREMENT
Certification as a
Certified Elevator Inspector (CEI) or Qualified Elevator Inspector (QEI) is
required at time of appointment.
