SUPERINTENDENT OF TRANSPORTATION
NATURE OF WORK
This is specialized
supervisory work assisting in managing the operational activities of the Mass
Transit Division.
Work involves
directing the operations function of the division through supervising the
activities of transit supervisors who are involved in dispatching, road
supervision and communications. Incumbent is responsible for taking appropriate
action to ensure the safe and timely operation of the mass transit system.
Supervision is received from an administrative superior who provides latitude
for independent judgment and discretion and reviews work through conferences,
reports and observation of work results.
ILLUSTRATIVE
TASKS
Supervises, directs
and monitors performance of subordinate supervisors engaged in dispatching,
communications and road supervisory functions; authorizes changes in schedules
and routes; gives instructions to resolve complex situations.
Provides direct
supervision in the field at the scene of major accidents or incidents involving
bus operations; provides administrative liaison and consults with law
enforcement officials and agencies.
Oversees
bus operations at bus terminal locations.
Coordinates and
directs routine operations including managing office, business and clerical
functions.
Communicates with
the general public and passengers to resolve complaints concerning transit
service and bus operators; demonstrates good passenger/public relations skills;
reviews and investigates complaints with bus operators; authorizes and
implements disciplinary actions as necessary.
Reviews daily
operating reports to determine any deviation from scheduling or operating
standards; recommends adjustments and appropriate action to eliminate problems.
Assists in
administering the labor contract and participates in grievance and arbitration
proceedings related to contract violations or interpretations.
Makes
recommendations to administrative superior regarding operational procedures.
Assists
in preparing budget recommendations.
Acts
as Transit Manager in his absence.
Performs
related work as required.
KNOWLEDGE,
ABILITIES AND SKILLS
Considerable
knowledge of the operations phase of an urban mass transportation system.
Considerable
knowledge of mass transit related safety procedures and policies.
Knowledge
of local, state and federal statutes and laws that affect transit.
Knowledge
of labor relations, contract administration, and the collective bargaining
agreements within Broward County Transit.
Some
knowledge of budget preparation and administration.
Ability to plan,
supervise and coordinate the activities of subordinates.
Ability
to communicate effectively, both orally and in writing.
Ability
to analyze, and use sound judgment to resolve urban mass transit operational
problems.
Ability to analyze
and evaluate data, determine data requirements, and
prepare recommendations and reports.
Ability
to plan and conduct training sessions for supervisors and bus operators.
Ability
to understand and use basic computer programs.
Ability
to serve the public and fellow employees with honesty and integrity in full
accord with the letter and spirit of

REQUIRED
EXPERIENCE AND TRAINING
Graduation from an
accredited four-year college or university with major course work in
transportation, business administration, or engineering; four (4) years
supervisory experience in a mass transit or transportation operation; or any
equivalent combination of relevant training and experience.
