NATURE OF WORK
This is advanced professional accounting work in the
classification, analysis and reporting of financial data at Port
Everglades. This position is
responsible for performing collection procedures, coordinating invoice
processing and assignment schedules, and supervising a staff of subordinates.
Work involves performing the more complex accounting
duties in a division such as developing, revising, and installing accounting
procedures and forms. Work is performed within the framework of established
policies and procedures, under the direction of a professional superior who
provides advice and occasionally checks work in progress or upon completion.
Employees of this class analyze financial transactions and prepare financial
reports to control and account for Port Everglades funds and to analyze
financial data. Work involves the application of governmental accounting
principles and techniques to the treatment of transactions and other accounting
operations. Performance also is
evaluated through internal control systems. The employee exercises considerable
independent judgment within established policies and procedures. Work is
reviewed through periodic external audits and the evaluation of various
reports.
ILLUSTRATIVE TASKS
Performs collection procedures, coordinates invoice
processing and assignment schedules.
Plans, assigns, and reviews the work of subordinate
personnel in a major accounting entity.
Prepares financial reports through the utilization of
automated revenue and accounting systems and spreadsheets.
Maintains and supervises the maintenance of
accounting records including monitoring revenue generating contracts for
compliance with applicable laws, and established regulations and policies.
Supervises the gathering, classifying, and
summarizing of data and the compilation of financial reports; studies and recommends
revisions in existing departmental accounting and budgetary procedures and
forms.
Supervises the posting of accounting data to general
ledger accounts from accounting records and documents; directs billing
controllers to originate invoices in accordance with a published tariff.
Analyzes accounting records and reports and prepares
special management reports as requested.
Confers with external auditors.
Performs related work as required.
KNOWLEDGE, ABILITIES
AND SKILLS
Knowledge of collection procedures, governmental
accounting principles and practices and revenue control systems and procedures.
Knowledge of a variety of standard accounting and
office procedures and equipment, including the application of electronic data
processing to the maintenance and analysis of fiscal data.
Knowledge of applicable laws, regulations and
procedures governing the receipt of public funds.
Knowledge of modern office procedures, practices, and
standard techniques.
Ability to apply accounting principles and practices
to the maintenance and analysis of fiscal and accounting records.
Ability to plan, organize, and direct effectively a
program of accounting and fiscal services and controls.
Ability to evaluate and to develop and initiate
revisions in established accounting systems, procedures, records and controls.
Ability to prepare complex
and comprehensive financial reports.
Ability to express ideas

REQUIRED EXPERIENCE AND
TRAINING
Graduation from an accredited four (4) year college
or university with major course work in accounting, business or related field
and two (2) years of progressively responsible professional accounting,
supervisory and collection experience preferably including one (1) year
experience with governmental accounting and/or public accounting; or any
equivalent combination of relevant training and experience.
