ACCOUNTS PAYABLE SUPERVISOR
NATURE OF WORK
This is advanced independent and supervisory accounting clerical work.
Work involves responsibility for supervising the activities of a centralized disbursement section within a large and complex accounting office. Supervision is exercised over a group of subordinate accounting clerical employees engaged in processing large volumes of purchase order payments, controlling and reconciling accounts, and dealing with divisions and vendors regarding account problems and procedures. Considerable independent judgment and initiative are required to insure the smooth flow of payments and control of accounts in accordance with established accounting procedures and statutory requirements. General supervision is received from a professional superior who assists with unusual work problems and reviews work for conformance to policy.
ILLUSTRATIVE TASKS
Plans, assigns, and supervises the activities of accounting clerical staff involved in processing all purchase order payments for the County including such duties as posting, auditing of invoices, encumbering of purchases, reconciling and preparing trial balances and other required reports.
Monitors distribution of accounts to insure smooth and efficient flow of payments; relieves subordinate accounting clerks in their absence.
Audits various reports to verify and monitor the processing of corrections and payments to vendor accounts, balancing and reconciling of charges, and billing of accounts.
Provides warrant totals and issues release for check run; prepares warrant report to the Commission for review by division director.
Supervises the handling of calls from vendors and divisions; assists with the more difficult vendor and division account problems.
Processes corrections to purchase orders; prepares appropriate journal entries and corrects encumbrances to reflect proper adjustments.
Coordinates close of year purchase orders with all county divisions; reconciles balance of funds.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of governmental bookkeeping and purchasing practices and procedures.
Thorough knowledge of office accounting methods and procedures.
Ability to interpret and supervise the application of laws and regulations pertaining to the financial records maintained.
Ability to supervise and coordinate the work of subordinate personnel in a manner conducive to full performance and high morale.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from high school including or supplemented by course work in bookkeeping, six (6) years experience in journey level bookkeeping work, including two (2) years supervisory experience; or any equivalent combination of relevant training and experience.
