SENIOR REVENUE COLLECTION SPECIALIST
NATURE OF WORK
This is advanced and highly complex tax collection work in the Revenue Collection Division with some supervisory and/or lead worker responsibilities.
Duties include prioritizing and delegating work assignments, with training when necessary; extensive research to locate property owners or their associates prior to tax sale; assist in the resolution of unusual or difficult revenue problems or situations. Duties also include cash collections, reports, statistics, reconciliations and providing customer service in a professional manner. Work requires exercising tact and judgment. Work is performed within clearly defined areas of statutes, ordinances, regulations and procedures. The employee exercises independent judgment concerning job priorities and requirements.
ILLUSTRATIVE TASKS
Maintains and oversees the workflow of the various steps relating to tax deeds to meet statutorily mandated requirements and deadlines.
Prepares warning letters and certified mail forms; finalize, by adding or deleting entries, the certificate of mailing draft pursuant to statute by performing skip tracing efforts via internet search, linkage with recording or other such research tools; assigns the tax deed number and prepares the Notice of Application for Tax Deed in accordance to State statute.
Acts as the liaison between the newspaper of record and the Revenue Collection office for the schedule of advertisement, invoicing and request for payment of such; computes the additional funds required from applicants and produces bills with computations, including researching the properties to ascertain Sheriff’s fees based on service type.
Prepares bid sheets; assists at the auction in recording bids; prepares sold bids, and other required documents.
Assists in resolving unusual or difficult revenue tax collection problems; completes and compiles daily, weekly and monthly reports for various departments and/or agencies.
Participates in the answering of inquiries from law enforcement, other government agencies and the public via phone, e-mail or in person.
Assists superiors in planning and implementing work rules and processes for the workflow.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of Florida statutes, procedures, regulations and rules governing property tax collections.
Considerable knowledge of statutes, ordinances and divisional procedures.
Knowledge of modern business and office practices, procedures and equipment including Internet and various data processing methods.
Knowledge of established customer service policies, procedures, and techniques.
Knowledge of basic functions of accounting and finance.
Ability to interpret deeds, chain of title, recorded liens and recorded mortgage documents.
Ability to plan and organize large volumes of work to meet deadlines.
Ability to concentrate and produce accurate work in spite of interruptions and/or disruptions from telephone and counter inquiries being made.
Ability to utilize platting maps in conjunction with the legal descriptions of properties on the tax roll.
Ability to adhere to strict deadlines.
Ability to expeditiously process time-sensitive documents.
Ability to assist in supervising the work of an assigned group of tax/tag and other personnel in the Revenue Collection Division.
Ability to express ideas effectively both orally and in writing.
Ability to review and edit data control reports for accuracy.
Ability to perform tasks utilizing multiple data processing methods and systems.

REQUIRED EXPERIENCE AND TRAINING
Graduation from high school, four (4) years experience in revenue collection work, including two (2) years in tax collection; or any equivalent combination of relevant training and experience.
