SMALL BUSINESS DEVELOPMENT MANAGER

 

 

NATURE OF WORK

 

This is advanced professional work in planning and managing a wide range of tasks for small business enterprise development and related activities within the Office of Equal Opportunity.

 

Major work assignments involve supervising section staff in the coordination of small business enterprise participation in the County’s procurement activities leading to the enhancement of the County’s overall economy; conducting statistical analysis, studies, and reports; developing and implementing small business enterprise programs and services, providing technical assistance on all aspects of small business enterprise development; providing training, presentations, and workshops for diverse, multi-cultural, targeted audiences to identify, recruit, screen, motivate, and develop small and emerging business owners; and coordinating work with other county agencies and public, private, and not-for-profit organizations involved in small business enterprise development activities.

 

Employee in this class must exercise substantial independent judgment and decision making in planning and carrying out assignments.

 

Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures.  Work is reviewed through conferences, reports, program achievements, and assessment of performance work plans by an administrative superior.

 

 

ILLUSTRATIVE TASKS

 

Manages a variety of activities related to federal, state, and local small business enterprise programs and services.

 

Researches and develops long term objectives, strategies, and approaches to assist small and emerging businesses.

 

Provides small business enterprise assistance to companies seeking ways to expedite their access to, and participate in, county government business opportunities.

 

Plans, assigns, and supervises the work of subordinates.

 

Serves as staff liaison to the Small Business Advisory Board.

 

Performs related work as required.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Thorough knowledge of federal, state, and local laws developments, policies and guidelines in the field of small business enterprise.

 

Thorough knowledge of principles and practices of small business enterprise development and sustainability.

 

Thorough knowledge of the methods, procedures, and techniques of conducting research and analyses and the ability to develop applicable reports.

 

Considerable knowledge of the principles, practices and procedures of supervision, organization, and administration.

 

Ability to exercise good judgment in counseling and in assisting in the resolution of complaints.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to organize work and supervise professional and clerical staff.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four (4) year college or university with major course work in public or business administration or related field; six (6) years experience in small business enterprise development, including four (4) years supervisory experience; or any equivalent combination of relevant training and experience.
