BUSINESS ADMINISTRATOR
NATURE
OF WORK
This
is advanced responsible professional and
administrative work directing and managing business and fiscal operations of
the Libraries Division including business services, collection management,
construction/building services and bonds, information systems, marketing (e-services),
grants and trusts.
An
employee in this class is responsible for managing the preparation and
implementation of complex operating and capital budgets, as well as ancillary
duties that may be assigned in addition to fiscal and accounting.
Work
involves policy and procedure development to ensure operational and
administrative efficiencies, as well as the continuity of business and fiscal
operations. Assignments are received in the form of broad instructions or
general program objectives. Work is performed with considerable independent
judgment based on experience in developing courses of action and
recommendations. Performance is reviewed periodically through conferences,
written reports and the attainment of desired management objectives.
ILLUSTRATIVE
TASKS
Directs
business functions of the Libraries Division, including purchasing, personnel,
revenue/cash handling, payroll, payment processing, accounts receivable,
deliveries, mail services, grants, contracts and trusts administration enabling
the Libraries Division to focus on providing efficient and effective quality
services to the residents and visitors of Broward County.
Coordinates
the formulation, preparation, and execution of the annual budgets and
maintenance of fiscal matters; provides related periodic management and
financial reports, analyses and forecasts.
Makes
recommendations for procedural changes in internal division operations to
improve efficiencies and enhance productivity.
Manages
and directs the collection, interpretation, recording and distribution of
financial records and reports; monitors fiscal activities and ensures
compliance with applicable federal, state, county and municipal requirements.
Plans,
directs, and supervises the activities of professional, administrative, and
clerical staff.
Initiates
and carries out special programs, projects, and studies; implements and
monitors management practices; supervises the execution of contract agreements;
monitors contract activities and ensures compliance with contract provisions.
Attends
seminars and professional meetings to keep well informed regarding trends in
the financial and libraries services fields; maintains good public relations in
area of responsibility; addresses interest groups, and prepares various
reports.
Performs
related work as required.

Thorough
knowledge of the principles, practices and methods of administration,
information, budgetary, and management systems.

knowledge of the laws, rules and regulation effective in the State and County
relating to fiscal and accounting records and procedures.

knowledge of the organizational structure of county government including
functions and interrelationships of operating agencies and administration.

knowledge of budget preparation and execution.

REQUIRED
EXPERIENCE AND TRAINING
Graduation
from an accredited four year college or university with major course work in
accounting, finance, public or business administration, or related field; six
(6) years of progressively responsible professional administrative financial
management experience which includes collection
management, marketing (e-services), personnel and budget planning , and
information systems; including four (4) years high level supervisory
experience; or any equivalent combination of relevant training and experience.
