BUSINESS ADMINISTRATOR
NATURE OF
WORK
This is highly
responsible professional and administrative work directing and supervising the
Libraries business and fiscal operations for the purchasing, personnel,
revenue/cash handling, internal audit, payroll, payment processing, receiving,
deliveries, mail services, and grants and trusts units.
Work involves
policy and procedure development using considerable independent judgment.
Assignments are received in the form of broad instructions or general program
objectives. Performance is reviewed periodically through conferences, written
reports and the attainment of desired management objectives.
ILLUSTRATIVE
TASKS
Directs
the Libraries business functions and policy development and compliance through
the Office of Business Services. Those functions include purchasing,
personnel, revenue, payroll, payment processing, receiving, deliveries, mail
services, and grants, contracts and trusts administration enabling the
Libraries Division to focus on providing efficient and effective quality
services to the residents and visitors of
Coordinates the
formulation, preparation, and execution of the annual budgets; provides related
periodic management and financial reports.
Makes
recommendations for procedural changes in internal division operations.
Plans, directs,
and supervises the activities of professional, administrative, and clerical
staff.
Initiates and
carries out special programs, projects, and studies.
Attends seminars
and professional meetings to keep well informed regarding trends in the financial
and libraries services fields; maintains good public relations in area of
responsibility; addresses interest groups, and prepares various reports.
Represents
the division in the absence of the Director and Assistant Director.
Performs
related work as required.

Thorough
knowledge of the principles, practices and methods of administration,
information, budgetary, and management systems.
Thorough
knowledge of the organizational structure of county government including
functions and interrelationships of operating agencies and administration.

knowledge of budget preparation and execution.

Ability to
analyze, monitor, and resolve complex fiscal, operational and policy related issues.

to plan, direct, and coordinate the work of subordinates.

REQUIRED
EXPERIENCE AND TRAINING
Graduation from
an accredited four year college or university with major course work in accounting,
finance, public or business administration, or related field; six (6) years of professional
administrative experience to include four (4) years of government fiscal
management and supervisory experience; or any equivalent combination of
relevant training and experience.
