EMPLOYEE ASSISTANCE PROGRAM MANAGER
NATURE OF WORK
This is highly
responsible administrative work managing the Employee Assistance Program of the
County's Human Resources Division.
Work involves
responsibility for planning, assigning, and coordinating programs and staff
activities in the Employee Assistance Program.
Work also includes
supervising the activities of subordinate professionals, para-professionals,
and clerical personnel in assigned program activities.
Position incumbent
receives administrative direction but has broad latitude for exercising initiative
and independent judgment in the performance of work assignments. Work is
reviewed through completed tasks, reports and consultations.
ILLUSTRATIVE
TASKS
Plans, assigns, and
coordinates the activities of support staff involved in providing counseling
services to County employees.
Conducts supervisory
and/or employee training and workshops as needed.
Conducts diagnostic
assessment interviews with employees and significant others to determine the
nature and extent of problems; refers to professionals in community, if needed,
and follows up on outcome.
Provides emergency
crisis intervention to divisions after extraordinary traumatic incidents.
Develops an ongoing
public relations program.
Represents the Employee
Assistance Program at professional conferences, institutes, and meetings.
Consults with
administrative personnel in County departments, divisions, and offices as well
as union representatives.
Assists in preparation
of budget for section.
Performs related
work as required.
KNOWLEDGE,
ABILITIES AND SKILLS
Thorough knowledge
of principles, practices and procedures of an employee assistance program.
Thorough knowledge
of clinical counseling, addictions treatment, systems theory, and
organizational development skills.
Thorough knowledge
of both public and private sector mental health and chemical dependency
treatment resources.
Thorough knowledge
of community, social, and human service resources.
Considerable
knowledge of current laws, development, and literature regarding employee
assistance.
Considerable
knowledge of supervisory administrative principles, practices, and techniques.
Ability to develop
and implement policies, procedures, and programs, and to evaluate their
effectiveness.
Ability to exercise
judgment and discretion in establishing, applying, and interpreting office
policies and procedures.
Ability to plan,
direct, and supervise the work of a staff of professionals engaged in providing
counseling to troubled employees.
Ability to
communicate clearly and concisely, both orally and in writing.
Ability to assess,
refer, provide short-term counseling and follow-up of employee, while
maintaining complete confidentiality.
Ability to serve the
public and fellow employees with honesty and integrity in full accord with the

REQUIRED
EXPERIENCE AND TRAINING
A Master's degree in
clinical psychology or clinical social work; six (6) years experience in
professional counseling including direct service, program planning, and
administration; four (4) years supervisory experience; or any equivalent combination
of relevant training and experience.
