COLLECTION PROGRAM COORDINATOR

 

NATURE OF WORK

 

This is highly responsible administrative and supervisory work coordinating the activities of solid waste collection and related programs.

 

Work involves planning, implementing and managing ongoing collection program activities. Employees in this class exercise considerable independent judgment in ensuring that program goals and objectives are met.  Supervision is exercised over professional, technical and administrative staff.  Work is reviewed by the Division Director through conferences, reports and observation of program results.

 

 

ILLUSTRATIVE TASKS

 

Administers service contracts for refuse collection and recycling for the unincorporated areas of the County.

 

Develops, implements and manages county-wide collection programs for household hazardous waste and other specialized waste.

 

Develops, implements and manages the County's Trash Transfer Station Program.

 

Supervises technical, professional and administrative staff including authorizing work schedules, monitoring program activities, and providing guidance and direction.

 

Administers contracts and grants for household hazardous waste, litter prevention, and related programs.

 

Coordinates collection programs with other governmental and private sector agencies.

 

Acts as a liaison between section and elected and governmental officials, corporate and civic leaders, environmental agencies, educators, the media and others.

 

Develops program budgets and prepares and presents detailed and comprehensive reports on assigned programs.

 

Performs related work as required.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Thorough knowledge of the rules, regulations, policies and procedures related to solid waste collection, recycling, household hazardous waste, and related solid waste services.

 

Thorough knowledge of administrative, legislative and budgetary processes.

Thorough knowledge of automated systems and programs employed in the solid waste field.

 

Ability to effectively supervise technical, professional and administrative staff.

Ability to understand and prepare technical reports relating to various solid waste collection systems.

 

Ability to translate broad policy directives into effective action plans.

Ability to manage multiple projects with multiple priorities.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Graduation from an accredited four year college or university with major course work in public administration, environmental management, or a related field; thorough experience in local government management, environmental regulation or the waste management/recycling field including six (6)years supervisory experience; or any equivalent combination of training and experience.
