FACILITIES
MAINTENANCE-OPERATIONS SUPERINTENDENT
NATURE OF WORK
This
is responsible managerial work related to managing the maintenance, repair, and
remodeling of assigned county buildings and/or facilities, and planning and
supervising sub-ordinate supervisory and line staff. Depending upon area of
assignment, work may also include management of other facility operation
activities, such as custodial, security, transportation, nutrition and food
service operations and/or emergency response operations.
Work
involves assisting in the direction and supervision of the County's building
maintenance program. Employees in this class are responsible for the large-scale
coordination of staff, materials, and equipment used in preventive maintenance,
major remodeling, and general repair of a wide range of structures used for
offices, shops, warehouses, institutional facilities, medical and/or health
care facilities.
Supervises
subordinate supervisors over skilled trades persons, helpers, laborers, and
others engaged in electrical, carpentry, plumbing, painting, air-conditioning,
boiler and related craft work.
Work
is performed under the general supervision of an administrative superior who
determines work priorities, establishes work completion schedules, and reviews
completed projects for compliance with job specifications and engineering
plans.
ILLUSTRATIVE TASKS
Plans,
lays out, and assigns maintenance and construction projects which are developed
by architects, engineers, and administrative superiors.
Directs,
through subordinate staff, and personally supervises varied building
maintenance and construction including such functions as carpentry and cabinet
making, electrical repair, plumbing, boilers and pressure systems,
refrigeration and air conditioning, painting, plastering, interior alteration,
landscaping, and general mechanical repair.
Develops
and administers a comprehensive preventive maintenance program; recommends
building repairs and improvements; estimates time, labor and materials
required; maintains records; prepares and submits reports; inspects and
approves supplies: selects equipment for purchase and recommends equipment
modifications.
Inspects
maintenance and construction projects under contract; consults with contractor/s
on installation and future maintenance; advises superiors and contractors of
faulty workmanship or materials during construction or subsequent warranty
periods.
Confers
with administrative superior regarding equipment installation, plant/building
modifications and related matters; investigates complaints and recommends
remedial action.
Depending
upon the area of assignment, may also manage or administer other operations
areas, such as security, food service, and/or transportation programs, etc.
May
participate in the conduct of annual accreditation surveys and provide recommendations
regarding accreditation and licensure compliance, as required for the area of
assignment.
May
be responsible for emergency preparation and response, which may include
oversight and management of multi-divisional task force/s such as logistical
mobilization of special needs shelters, as required by the area of assignment.
Maintains
individual equipment repair and service records for all building facilities.
Performs
related work as required.

Thorough
knowledge of building and equipment maintenance, repair and construction
principles and practices.
Thorough
knowledge of the tools, equipment, materials, and practices of the building and
mechanical trades.
Thorough
knowledge of health care standards related to facilities and programs listed,
accreditation processes, and/or life safety code in health care facilities, as
required by the area of assignment.
Considerable
knowledge of effective supervisory methods and techniques.
Ability
to plan, assign and coordinate complex and varied maintenance and construction
projects.
Ability
to supervise subordinates in a manner conducive to full performance and high
morale.
Ability
to assign projects in the form of plans, sketches, renderings and
specifications.
Ability
to plan and execute preventive maintenance programs for building facilities.
Ability
to analyze time, labor and material requirements, and to estimate the costs of
proposed projects.

REQUIRED EXPERIENCE AND TRAINING
Completion
of two years of college level course work in building construction technology
or related field; six (6) years of supervisory experience in building
maintenance, construction, and repair work; or any equivalent combination of
relevant training and experience.
