EQUAL OPPORTUNITY OFFICER
NATURE OF WORK
This
is highly responsible administrative and supervisory work supervising an
internal Equal Opportunity investigative services group in the County's Office
of Intergovernmental Affairs and Professional Standards (OIAPS).
Work
involves responsibility for planning, assigning and coordinating professional
staff in developing, implementing and administering the County's internal Equal
Opportunity investigative programs and services, ensuring compliance with
federal, state, and county legislation and directives in the areas of alleged
violations of discrimination law. Employee in this class provides general
direction to the work performed in the section. Work includes supervising the
day-to-day activities of subordinate personnel in investigating and evaluating
a variety of internal complaints within the jurisdiction of the OIAPS.
Work
also involves collecting and analyzing Equal Employment Opportunity data, and
exercising supervision over a technical section.
Employee
in this class must exercise substantial independent judgment and decision
making in planning and carrying out assignments. Work is reviewed by an
administrative superior through conferences and reports.
ILLUSTRATIVE TASKS
Plans,
assigns and coordinates the activities of staff involved in conducting internal
investigations into complaints of alleged discrimination.
Ensures
the County's compliance with legislation and directives in areas under the
jurisdiction of the OIAPS.
Conduct
compliance reviews within County agencies.
Develops
training modules and facilitates training on Equal Employment Opportunity laws
to County managers, supervisors and employees.
Works
collaboratively with County agencies to ensure compliance with relevant civil
rights laws, regulations, statutes and County policy.
Works
collaboratively with ADA/HIPAA and Professional Standards Officers to ensure
compliance with relevant ADA/HIPAA, Whistleblower and all other investigations
of malfeasance and misfeasance within Broward County Government.
Conducts
research, gathers data from various federal, state, and private organizations’ Affirmative
Action efforts and prepares all statistical data in support of Equal
Opportunity cases.
Prepares
quarterly, annual, and other statistical reports for Affirmative Action;
reviews reports prepared by subordinates; maintains appropriate records on
investigations, conferences, findings, and agreements.
Plans,
coordinates meets and advises departmental representatives in the development
of their Equal Opportunity Action Plans; reviews the Plans and oversees the
long range program planning to achieve program goals; updates the County's
Equal Opportunity Action Plan annually.
Researches
personnel records; attends conferences, hearings, and negotiations leading to
resolution of complaints.
Performs
related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Expert
applied knowledge of the laws, developments, and policies in the field of Equal
Opportunity, with specific applied knowledge in discrimination law.
Thorough
knowledge of the methods, procedures, and techniques of conducting research and
analyses and the ability to develop applicable reports.
Considerable
knowledge in the development and preparation of Affirmative Action Plans.
Proven
ability to supervise an investigative group in the conduct of high quality
investigations in Equal Opportunity specialty areas, and to be accountable for
performance outcomes and objectives for such activity.
Ability
to approach complex interpersonal situations with the compassion and
understanding necessary given the frequently intense emotional nature of the
investigations and inquiries received by the Office.
Ability
to plan, direct, coordinate and supervise the work of subordinates in a manner
conducive to high productivity and morale.
Ability
to formulate policies, assess needs, conceptualize, and develop Equal
Opportunity programs.
Ability
to evaluate data and analyze Equal Employment Opportunity (EEO)/Affirmative
Action related problems and present sound conclusions orally and in writing.
Ability
to exercise good judgment in counseling and in assisting in the resolution of
complaints.
Ability
to communicate effectively, both orally and in writing.
Ability
to use a personal computer, utilizing appropriate software for the preparation
of data and information as well as for communications.

REQUIRED EXPERIENCE AND TRAINING
Graduation
from an accredited four (4) year college or university with major course work
in social or behavioral sciences; public or business administration; or other
field related to the investigative functions of the Office of Intergovernmental
Affairs and Professional Standards (OIAPS), and a minimum of six (6) years of
progressively responsible experience in investigations and compliance,
including three (3) years actively supervising investigations and compliance in
one of the following specialties: Americans with Disabilities Act; Equal
Employment Opportunity; Fair Housing; Health Insurance Portability (HIPAAA); or
any equivalent combination of relevant training and experience.
