SENIOR LEGISLATIVE COORDINATOR

NATURE OF WORK

This is highly responsible lobbying and administrative work in the County's Office of Public and Governmental Relations.

Work involves representing the County's interest during regular legislative sessions.

Position incumbent advocates county positions at all jurisdictional levels as instructed by the Director of Public and Governmental Relations.

Work requires a high degree of independent judgment in carrying out responsibilities and supervising subordinate staff. Performance is reviewed periodically through conferences, written reports and program achievement.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from a Legislative Coordinator by the additional experience required, and by the responsibility for independent operating decisions based on experience and knowledge of operations.

ILLUSTRATIVE TASKS

Identifies and prioritizes policy issues and projects for inclusion in the County's legislative and appropriations programs.

Lobbies for favorable policies and programs and to protect the interests of the citizens and government of Broward County; supervises subordinate staff performing legislative and/or lobbying tasks.

Promotes the County's legislative policy during state and federal legislative sessions.

Develops and maintains meaningful professional contacts with local, state and federal appointed and elected officials.

Responds to legislative needs and inquiries by the Division Director, County Administrator, the County Commission, and other elected and appointed officials.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the legislative process and state and local governments.

Thorough knowledge of the principles and practices of lobbying and the interrelationships between governmental entities.

Thorough knowledge of federal, state and local programs, laws and regulatory requirements.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to effectively communicate the County's interests before elected and appointed officials.

Ability to conduct research and prepare written reports and bill analyses.

Ability to resolve conflicts between various levels of government.

Ability to plan, direct and supervise the work of subordinates.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in public or business administration, political science, or related field; six (6) years experience in the legislative process including two (2) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
