ERP PROJECT TECHNOLOGY SPECIALIST

NATURE OF WORK

This is advanced professional and analytical work with responsibility for coordinating and managing diverse components of a large-scale, multi-year, highly collaborative information technology and change management project.

Work involves providing high-level technical expertise and management of project components including evaluation and selection of contractors and software; administration of consultant contracts; documentation, analysis, and re-design of business processes and systems through county teams of subject matter and technology experts and external consultants; and implementation and integration of new processes, associated systems and training programs.

Duties include development of project requirements and evaluation of consultant proposals for services and software; planning and leading cross-county teams in documentation, analysis and re-design of business processes, policies and technology systems; and assisting in the design, implementation and training for new processes and systems.

Work will include leading, co-leading and facilitating teams of professional and technical county personnel.  Work is reviewed by an administrative superior through conferences, consultations, and overall program achievements.

ILLUSTRATIVE TASKS

Performs project management and contract administration responsibilities for the Enterprise Resource Planning (ERP) project; reviews and processes consultant invoices, requisitions and purchase orders.

Performs due diligence and other related tasks in support of consultant and software selection and contract negotiations.

Leads or facilitates county teams of professional and technical personnel in documenting, analyzing and re-designing business processes and policies as well as technical systems.

Creates process maps and analyses in support of project teams.

Reviews system designs, applications, and documentation for accuracy, completeness and adherence to applicable standards.

Evaluates proposed and potential technologies, systems specifications, feasibility studies, and cost-benefit analyses.

Prepares presentations, briefing materials and reports for the Project Steering Team and the Board of County Commissioners.

Performs related work as required.

Thorough knowledge in planning, directing, and supervising information systems analysis and programming operations and activities.

Thorough knowledge in applying technological languages, concepts, and tools within established time frames.

Thorough knowledge in systems design.

Thorough knowledge of relational database practices and issues associated with data management, conversion and reporting.

 

Knowledge of different types of information technology system architecture and the support needs and issues associated with each.

 

Knowledge of workflow systems, associated issues and requirements for implementation.

Thorough knowledge of advanced information technology management techniques and long range planning.

Knowledge of policies, procedures and principles of public sector purchasing and contract administration.

Ability to analyze technical material and documentation.

Ability to analyze complex operations and to organize and design their components into logical systems.

Ability to plan, direct, and coordinate the work of other professionals in a manner conducive to full performance and high morale.

Ability to exercise sound judgment in decision making.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in computer science or related field; six (6) years experience in systems analysis, systems design and applications programming including related project management; or any equivalent combination of relevant training and experience.
