Have you ever wondered how transportation decisions are made? How traffic lights are coordinated? How one transportation project gets priority over another? This booklet (Citizen's Guide) is designed to provide information about the transportation planning and funding process and to act as a guide for anyone who would like to become involved in, or has questions about, transportation projects or the Long Range Transportation Plan (LRTP) for Broward County.
Understanding transportation planning terminology, the planning tools used, the length of time involved in the planning process, where the money comes from and when and where public involvement occurs in the process is an important first step toward comprehending the often complex process of transportation planning.

Technical Coordinating Committee (TCC)
The Technical Coordinating Committee (TCC) is composed of qualified professionals including, engineers, planners and other specialists representing all modes of transportation and various levels of government. The TCC is responsible for reviewing all transportation studies, reports, plans and programs, and making recommendations to the MPO. TCC recommendations to the MPO are based upon the technical sufficiency, accuracy, and completeness of studies, plans and programs required under state and federal laws.
Community Involvement Roundtable (CIR)
The Community Involvement Roundtable (CIR) consists of community organization representatives and members of the public interested in participating in the transportation planning process. The CIR is a citizen advisory group that functions as a sounding board for public opinion on transportation issues and promotes ways to improve the quality of Broward County's transportation system. This group of citizens reviews transportation plans and programs and considers their impact on local communities, thereby assisting the MPO in formulating plans and programs that shape the urban environment of the county.
The Bicycle Advisory Committee (BAC)
The Bicycle Advisory Committee (BAC), while not an advisory board to the MPO, is a forum for citizens who want to give input on projects concerning bike and/or pedestrian pathways and facilities.
The Broward County Coordinating Board for the Transportation Disadvantaged (BCCB)
The Broward County Coordinating Board for the Transportation Disadvantaged (BCCB) is a board that meets to ensure the availability of efficient, cost-effective, and quality transportation services for Transportation Disadvantaged persons.
