Urban Wilderness Advisory Board Formation

The members of the Urban Wilderness Advisory Board are appointed by the Broward County Board of County Commissioners pursuant to Article II, Section 25½-20 (Ordinance No. 77-36, § 1, 7-13-77; Ordinance No. 90-15, § 1, 7-10-90). The function of the advisory board according to Section 25½-22 will be to:

  1. Develop and maintain a list of the lands within Broward County that are suitable for designation as wilderness areas.
  2. Submit to the Commission reports on those lands that should be given the highest priority for designation as wilderness areas.
  3. Submit to the Commission reports on feasible methods for the acquisition of lands suitable for designation as wilderness areas.
  4. Formulate rules and regulations to govern the use of designated wilderness areas that may be adopted by the Commission.
  5. Promote and solicit bequests, donations, and contributions for the benefit of the Urban Wilderness Park System.
  6. Submit to the Commission an annual report and proposed budget.
  7. Review and comment on staff-developed resource management plans and master plans and periodically readdress resource management plans for modifications.

Membership: The Board shall be composed of nine (9) members appointed by the Commission for terms of office as established in section 1-233, Broward County Code. Each member of the Board must have either a professional degree or demonstrated knowledge and practical experience in at least one of the following scientific fields:

  1. Biology
  2. Botany
  3. Physical sciences
  4. Zoology
  5. Environmental science
  6. Archaeology
  7. History
  8. Hydrology

Urban Wilderness Advisory Board Intent and Purpose

It is the intent and purpose of the Broward County Board of County Commissioners to establish an urban wilderness park system in Broward County to consist of designated wilderness areas that shall be set aside in permanent preserves, protected from incompatible human activity. These areas shall be dedicated in perpetuity as wilderness areas and shall be managed in such a way as to protect and enhance their basic natural quality for public enjoyment and utilization as reminders of the natural conditions that preceded modern civilization.

Personal:
Ms. Carabelli is a senior professor of Biology at Broward Community College in Coconut Creek, Florida, where she teaches courses primarily for science majors. She is a past recipient of the Robert Elmore Family Endowed Teaching Chair and the Bank of America II Endowed Teaching Chair. She is also an attorney engaged as a sole practitioner in the area of probate and estates and is admitted to practice law in Florida, New Jersey, and Pennsylvania.

Education:
J.D. degree from Nova Southeastern University in Law.
M.A. degree from University of Miami in Community College Teaching, Biology.
B.S. degree from University of Miami in Biology.

Work Experience:

Senior professor of biology at Broward Community College North Campus.

Frank D. Dickinson Sue Gunzburger

Personal:
Mr. Dickinson is the president and owner of Colonial Roof Service in Hollywood, Florida. He received an honorable discharge from the U.S. Naval Reserve where he was an anti-submarine warfare instructor.

Education:

B.A. degree in Science from Northeastern University in Boston, Massachusetts.

Work Experience:

President and owner of Colonial Roof Service.
Former part-time administrator for the Bailey Water Management District.
Former chairman of the Land Use Committee for the Broward County Planning Council.
Former member of the Overall Economic Plan Development Committee.

Dan Ferstenberg Josephus Eggelletion Jr.

Personal:
Mr. Ferstenberg currently works for the City of Miramar and is an adjunct professor teaching methods analysis and GIS at the FIU School of Architecture.

Education:
Master's degree in Landscape Architecture from Florida International University.
Master's degree in Environmental Studies from Antioch University in Keene, New Hampshire.
B.A. degree in English from Colorado State University.
Holds certifications from Geographic Information Systems Certification Institute as a Certified GIS Professional, and from Florida State University as a Certified Public Manager.

Work Experience:
Planning IT/GIS Manager for the City of Miramar for more than five years. Mr. Ferstenberg implemented the record management system, including Geographic Information Systems, on-line permitting, and wireless field data collection, for the Community Development Department. He previously developed GIS data for use in the Planning, Building and Zoning divisions as a GIS technician.

Jeffrey H. Greenfield Ilene Lieberman

Dr. Greenfield is currently employed as a professional engineer for LBFH Inc./Boyle Engineering in West Palm Beach. He has a career spanning 30 years in project management and teaching civil and environmental engineering.

Education:
Ph.D. degree from the University of Pittsburgh in Civil Engineering.
M.S. degree from the University of Pittsburgh in Civil Engineering.
B.S. degree from the University of Pittsburgh in Biology.
Major in Environmental Engineering, Minor in Hydrology/Hydraulics and Public Health.

Work Experience:

Professional Engineer for LBFH Inc./Boyle Engineering and a team leader in the Municipal Civil Group with LBFH Inc./Boyle Engineering.

Ms. Kohl is the founder and president of the Sawgrass Nature Center and Wildlife Hospital. She is also an environmental educator, responsible for creating the curriculum and implementing educational programs for children and adults.

Education:

B.A. degree in Art/Education from Queens College in Flushing, New York.
MSW - Master's in Social Work.
CSW - Certified Social Worker.
Holds a New York teacher's license.

Work Experience:

Executive director of Sawgrass Nature Center and Wildlife Hospital.

Pam Pavsner Diana Wasserman-Rubin

Ms. Pavsner is a teacher at Hallandale High School in the subjects of A.P. Biology, Honors Biology, Honors Chemistry, Honors Anatomy and Physiology, and Biology, and is a sponsor of the Ecology Club. She also wrote and received a grant for an "Outdoor Environmental Learning Center," which she designed and built.

Education:

M.S. degree from Florida International University in Science Education.
B.S. degree from the University of Florida in Zoology.
Holds teaching certificates for Biology 6-12th grade and A.P. Biology.

Dr. A. Albert Will Jr. Ken Keechl

Personal:
Mr. Will is the president of Arbor Grow and a landscape architect, in addition to being the author and publisher of numerous books and periodicals on Florida plants and landscapes. He is known throughout South Florida as an expert in tropical plants and landscaping and has been retained as such for Broward and Miami-Dade counties as an expert witness.

Education:

M.S. degree from the University of Florida in Ecology, Ornamental Horticulture, and Tropical Fruitculture.
B.S. degree studying Nursery Management, Landscape Design, and Arboriculture from the State University of New York.
