The Urban Planning Division GIS Section conducts geographic spatial analysis and mapping services while providing enterprise-wide governance for GIS, including establishing and maintaining standards and infrastructure for GIS within Broward County government. The GIS Section is available to provide GIS support to other county agencies that do not have these capabilities and to serve as liaison between County agencies and GIS consultants.

    A forum for networking between GIS users across the County and South Florida, providing access to training the the latest technology within the field.  They typically meet the last Wednesday of each month.​

The Urban Planning Division provides demographic data analysis services for Broward County agencies. Demographics products include:

  • Population and economic statistics, trends, and research about the residents and businesses in Broward County

  • Census profiles for municipalities and the Broward Municipal Services District (BMSD)

  • Broward-by-the-Numbers, an occasional publication that highlights new data about people, housing, and the local economy

  • Long-range population forecasts for transportation, water supply and school planning


Comprehensive Plan​ning

Comprehensive planning is a process that brings together business and community leaders, elected officials, and government agencies. The Broward County Comprehensive Plan identifies goals and policies to improve our economy, environment, and quality of life. The Board of County Commissioners adopts the Comprehensive Plan and amendments. 

The Urban Planning Division provides professional support to the County Commission in comprehensive planning and a broad range of planning services, including:

  • Comprehensive Plan and Map Series Amendments
  • Rezoning Compatibility Reviews
  • Verification of Compliance and Land Use Plan Amendments Review
  • Annexations

​​Development ​and Environmental Review

The Urban Planning Division administers the Land Development Code and ensures projects comply with the Natural Resource Protection Code as part of the development management process​. ​ Services include:

The Urban Planning Division administers the land development code related to the subdivision and platting of land, concurrency, and the vacation of easements.​

​​BMSD Zoning 

The Urban Planning Division administers the ​​Broward County Zoning Code, Chapter 39, of the Broward County Code of Ordinances which applies only to the BMSD and the unincorporated areas of Broward County. If your property or business is located within a Broward County municipality you need to contact that municipality for their specific Zoning regulations.  Services include:

  • Site Plan Review
  • Certificate of Use

​Code Enforcement promotes compliance with community standards through enforcement of applicable zoning codes and regulations in the Broward County Code of Ordinances​ in the BMSD neighborhoods.  Services include enforcement of:

Since 2009, the Broward Housing Council (BHC) has served in an advisory capacity to the County Commission and facilitated coordination between the County, municipalities, the business community, and not-for-profit groups.  The BHC addresses housing issues including, but not limited to:  affordable housing, workforce housing, and homelessness.  


Created by the Charter of Broward County (Section 11.07) in November 2008, the BHC has between 17-19 members representing various cities, not-for-profit housing and homelessness organizations, service providers and  community representatives.  Commissioner Hazelle P. Rogers, District 9, serves on the BHC as the County Commission representative.  The BHC is staffed by the Urban Planning Division.​​

The Urban Planning Division support this County's Historic Preser​vation Program by recommending designation of historic landmarks and districts, and reviewing applications to alter historic properties.​
