The Program Development, Research and Evaluation Division’s Research and Planning Section engages in research, business planning for the Human Services Department, program development and implementation support, performance measurement, needs assessment and related technical assistance.

Services

pdf icon Research – The Section, which provides functional support for the Department, conducts research on a number of issues designed to foster best practice operational systems and effective health, human, housing and community development services to meet the needs of the community.
pdf icon Business Planning – The Section shares responsibility for the development, implementation and tracking of the Human Services Department Business Plan. The Plan outlines the mission, goals, objectives and strategies on which the Department will focus, along with resources required to fund related projects.
pdf icon Program Development – The Section conducts research to identify proven practices that can effectively and efficiently meet the human services needs of the Department’s clients, and adapt them to ensure compatibility with County requirements prior to their incorporation into the service system.
pdf icon Performance Measurement – The Section conducts research to assist the Department develop performance outcomes and indicators to measure achievement in the direct and contracted service delivery system.
pdf icon Needs Assessment – The Section uses primary and secondary data, from research and the coordination of community surveys, to determine service gaps, which facilitate the Department’s planning process.
