DIRECTORY OF CERTIFIED FIRMS 

Minority Business Enterprise (MBE) Certification
A Minority Business Enterprise means one which is owned and controlled by at least 52 percent minority member(s). Minority group members are Black Americans, Hispanic Americans, Native American, and Asian-Pacific Islanders.

Women-Owned Business Enterprise (WBE) Certification
A Woman-Owned Business Enterprise means one that is at least fifty-one percent owned and controlled by a woman or women.

Small Business Enterprise (SBE) Certification
For the purpose of implementing the Broward County Local Small Business Program, a small business is one that meets small business size standards as follows:

•
 for professional consultants, annual gross sales averaged over the previous three years shall not exceed $500,000
•
 for firms in contractual services and commodities, annual gross sales averaged over the previous three year period shall not exceed $1,000,000
•
 for firms in construction, annual gross sales averaged over the previous three years shall not exceed $3,000,000

Each business must be an independently owned and operated business and have 25 or fewer permanent employees. 

The vendor must have a valid occupational license issued by Broward County at least one year prior to bid or proposal opening to do business in Broward County that authorizes the business to provide the goods, services or construction to be purchased. The vendor must also have a physical business address located within the limits of Broward County, in an area zoned for the conduct of such business, from which the vendor operates or performs business on a day-to-day basis that is a substantial component of the goods or services being offered to Broward County. 

Post Office boxes are not verifiable and shall not be used for the purpose of establishing said physical address.  In order to be eligible for the local preference, the vendor must provide a copy of the occupational license(s) for the covered period prior to recommendation for award.

CATEGORIES

Professional Services
Infrequent, technical, or unique functions performed by independent contractors whose occupation is the rendering of such services that require special licensing, educational degrees, and unusual, highly specialized expertise... While not limited to licentiates (individuals holding professional licenses), the services are considered "professional" services include: accountants, appraisers, aviation consultants, archaeologists, attorneys, management consultants, technology programmers / designers, energy systems consultant, architects and civil/structural/environmental/mechanical engineers, physicians, lawyers, insurance/bonding, financial managers, medical doctors, performing artists, researchers, and real estate /appraisers.

Commodities
Types of commodities acquired may include; aggregates, barricades, computer hardware and software, electrical supplies, fencing, forms, fuel, hardware, heavy equipment, herbicides, janitorial supplies, kennels, laboratory equipment, law enforcement equipment, maintenance supplies, nuclear gauges, office supplies and furniture including computers, paint, reflective sheeting, roadway materials, safety products, survey instruments and supplies, tools, tolls equipment, uniforms, printing, food and beverage, building materials, storage/warehouse automobile and automotive transport/services and supplies. Wholesale and retail distributors, signs, florists.

Contractual Services
Contractual services are frequently performed / on-going services that are labor intensive and not a construction related service or a professional service such as records/clerical management, surveys, program auditing, building maintenance, courier, concessions, communications/call centers, training/testing, equipment maintenance, hardware/software maintenance, janitorial, landscaping, medical services, moving, printing, signage, art, interior design, pest control, public outreach, research, security, investigative services, temporary help, training, video/production, advertising/marketing/public relations, court reporting, parking/traffic products and services.

Construction
Includes all firms involved in the process of building, altering, repairing, improving, or demolishing any structure, building, or real property. Includes HVAC, painting, waterproofing, plastering, drywall, sheet metal, welding, underground utilities, plumbing, electrician, excavation, fencing, hauling, glass, asphalt, paving, carpenters, locksmith, ceiling /floor installation, concrete, roofing.

Disadvantaged Business Enterprise (DBE) Certification
This is a federal certification. This category was developed by the U.S. Department of Transportation. It refers to a business entity which is at least 51% owned and controlled by a socially and economically disadvantaged minority or minorities. The net worth of the owner of a DBE firm may not exceed $750,000.
