Transportation Investment Generating Economic Recovery (TIGER) Grants
The American Recovery and Reinvestment Act of 2009 (AARA) signed into law by President Obama, provides for Transportation Investment Generating Economic Recovery Grants, known as TIGER Discretionary Grants. Broward County is submitting a collaborative application known as the “HTPT-ATMS (Hybrid Transit Propulsion Technology – Advanced Traffic Management System) Integrated System Performance Project. The proposed HTPT-ATMS project will: (1) complete unfunded portions of Phases 1 and 2 of the County’s Advanced Transportation Management System (ATMS) which represents a major infrastructure and technology upgrade for the County’s signal system; (2) fund the purchase of new hybrid/electrical-component transit buses, (3) provide Transit Signal Priority (TSP) on major corridors that will provide for improved bus schedule adherence, and, (4) provide data, analysis and evaluation of resulting operational performance of the combined hybrid-technology/TSP project for implementation consideration on a national scale. By synergistically integrating traffic signal operations and transit operations together into one unified deployment plan, Broward County proposes seeks to achieve a more efficient and reliable multi-modal surface transportation system.
The grant request offers several direct and indirect economic benefits to the Broward County community. First, the planning, design, construction, maintenance and operation of the ATMS component will provide many new job opportunities for engineers, contractors, construction workers, electricians, communications specialists, and system operators. In addition to the direct benefits of creating more jobs, the efficiency and mobility added to the transportation network by ATMS will improve commuter travel times, ease congestion, and generally improve quality of life for Broward County residents and employees. These improvements will provide secondary benefits in terms of economic sustainability, greenhouse gas emissions, property values, urban redevelopment, and attracting tourism.
