Transit
The Transportation Planning Division (TPD) is responsible for transit system development planning that promotes a user-friendly transit system allowing for expanded transportation alternatives for Broward County residents and visitors. Other responsibilities include regional transit planning, transportation disadvantaged planning, and coordination with long and short-range transportation planning. TPD works directly with the Mass Transit Divisionin accomplishing some of these goals. An ongoing commitment of the Transportation Planning Division is to provide public outreach and awareness of transportation planning to promote community involvement in all aspects of the planning process. The TPD is also committed to promoting the concepts of Smart Growththat encourage and develop a balanced system between transportation and land use.
In accordance with the Americans With Disabilities Act(ADA), paratransit service is provided by Broward County for the purpose of delivering transportation services to individuals who, due to a functional disability (physical, cognitive, other), are unable to access or use the public transportation system. Broward County's paratransit system is called TOPS, for the many Transportation Options available.

In the Broward County service area, the Broward County Commission serves as the Community Transportation Coordinator (CTC), with program administration and operations performed by Broward County's Mass Transit Division. The Community Transportation Coordinator contracts with transportation operators and coordinates the delivery of specialized transportation services. Federal regulations establish strict criteria regarding ADA eligibility, service characteristics, and minimum delivery standards.
The Transportation Planning Division provides staff support to the Broward County Metropolitan Planning Organization (MPO) and the Broward County Coordinating Board for Transportation Disadvantaged Service(F.S. 427).
