Locksmiths

​​​During the February 9, 2021 Broward County Board of County Commissioners Meeting, the Commissioners approved an Ordinance regulating locksmith businesses, locksmiths, and apprentice locksmiths.

Per the Broward County Code of Ordinances, any individual desiring to perform locksmith services must obtain a regulatory license and locksmith businesses must obtain a registration certificate.  Any person or entity providing, offering to provide, or advertising for the provision of locksmith services for compensation, or as part of a regularly conducted business located in Broward County, must obtain and maintain a registration and license(s) issued by the Environmental and Consumer Protection Division.

These regulations were enacted for the safety and security of Broward County residents and visitors.  The purpose is to provide a comprehensive regulatory program of locksmith regulation and licensing in Broward County.

Locksmiths who were working as locksmiths on the effective date of the ordinance must comply with the licensing requirements, including a Level II background check, within 90 days from the effective date.  New locksmiths must comply with the licensing requirements, including a Level II background check, before they advertise or open for business.

After submittal of the application(s) and review by the Environmental and Consumer Protection Division (ECPD), ECPD will contact the applicant(s) regarding the completion of the Level II background check(s).

pplying for or Renewing a Locksmith Business Registration

You must provide the following:
2. Non-refundable Locksmith Business Registration Fee of $505.00 per location
3. Copy of current Broward County Business Tax Receipt (AKA "Occupational License")
4. Copy of current City Business Tax Receipt (AKA "Occupational License" - if applicable)
5. Copy of Federal Employer Identification Number and State Sales Tax Number (new applicants only)
6. A Certificate of Insurance with evidence of a minimum of $50,000 in combined liability insurance
7. Evidence of worker's compensation insurance (if applicable)
8. Level II background checks of all owners, partners, officers, directors, or members of a locksmith business (Background Check Authorization Form)
9. Copy of Corporation/Fictitious Name documents - must show "active" status (if applicable)
10.    Statement listing the names of any other corporations, entities or trade names through which
any owner, director, officer, or member of the applicant was known or did business as a locksmith, or as a locksmith business within the last five (5) calendar years

Important:
Application packets and fees will be accepted in person by the Broward County Environmental and Consumer Protection Division, located at Government Center West, 1 North University Drive, Plantation, FL 33324. Payment can be made by credit card using the Credit Card Authorization Form, or by check made out to Broward County Board of County Commissioners.
Certificates of Insurance must list Broward County as the certificate holder and must provide at least 30 days advance notice of cancellation (Sample Certificate).
Application must have at least one (1) Locksmith License Application for each business location with sworn statement - in a​ddition, all other Locksmiths and Apprentices must be registered, along with the Locksmith Business Registration application.​
A copy of the Articles of Incorporation or, if operating under a fictitious name, current fictitious name registration issued by the Florida Division of Corporations must be submitted.

Applying for or Renewing a Locksmith or Apprentice Locksmith License


You must provide the following:​
2. Non-refundable Locksmith License Application Fee of $120.00​
3. Non-refundable Apprentice Locksmith License Application Fee of $40.00
4. Copy of your driver's license
5. For a new Locksmith License: A sworn statement from the applicant attesting that the applicant
has worked as a locksmith or an apprentice locksmith for at least one (1) year with name and
contact information of the person(s) who employed the locksmith​
6. For a new Apprentice Locksmith License: A sworn statement from a currently licensed locksmith who
has agreed to supervise the applicant as an apprentice for one (1) year
7. Complete the Level II criminal background check​

Important:
There will be an additional charge for out of state re​cords. Obtaining out of state records may extend
processing time. We accept cash, credit card, money order or business check only.
Make business check or money order payable to: Broward County Board of County Commissioners.
Renewal applicants are granted a temporary license while their application is pending.
Applicants are subject to a Level II criminal background check and other considerations outlined in the
Locksmith Ordinance. Licenses may be suspended or revoked for violations.
Any apprentice locksmith must notify the Broward County Environmental and Consumer Protection Division (ECPD) within ten (10) days of any change of employment or supervising locksmith.
