Welcome to the Broward County Healthcare Facility Comprehensive Emergency Management Plan (CEMP) site.   Here you will find the information you need related to your facility CEMP.

In 1995, House Bill 911 was signed into legislation requiring all health care facilities to have a Comprehensive Emergency Management Plan (CEMP) which is reviewed annually by the local emergency management office for compliance.  The purpose of this bill was designed to reinforce the concept that health care facilities, as part of doing business, are responsible for their own residents not only during normal business operations, but also during emergency situations.  Preparing health care facilities to work through emergencies in times of need will protect lives and property.  This will allow health care facilities to continue to provide and take responsibility for services their clients have paid for; and will require during emergency situations.  These facilities include:

  • Adult Day Care (ADC)
  • Ambulatory Surgical Centers (ASC)
  • Assisted Living Facilities (ALF)
  • Intermediate Care Facilities for the Developmentally Disabled (ICFDD)
  • Hospitals
  • Nursing Homes (SNF)
  • Residential Treatment Centers for Children and Adolescents (RTCCA)
  • Transitional Living Facilities (TLF)

If you own or operate a healthcare facility listed above in Broward County, you are required to submit your CEMP plan to the Broward County Emergency Management Division (BEMD) for review annually.  In addition If your facility is an ALF or SNF you are required to submit your Emergency Environmental Control plan to BEMD for review.
