Request for Renewal Letters of Interest​


PUBLIC N​OTICE​


In response to the U.S Department of Housing and Urban Development (HUD) Annual Homeless Continuum of Care (HCoC) Program Competition, the Broward County ​Human Services Department is requesting a Letter of Interest for its 2021 HUD HCoC Program Renewal opportunities.

ALL AGENCIES WITH EXISTING HUD PROJECTS (Permanent Supportive Housing, Rapid Re-Housing, Transitional Housing, and Homeless Management Information System) MUST SUBMIT A RENEWAL LETTER OF INTEREST (RLOI) TO RENEW ITS PROJECT FOR THE 2021 HUD AWARD YEAR. Agencies must submit this letter to the County to be considered for inclusion in the County's HUD 2021 application.

ELIGIBLE APPLICANTS: Only Agencies with an existing HUD Homeless Continuum of Care Program under 24 CFR Part 578 are eligible to submit a Renewal Letter of Interest.  Renewal Letters for HUD Program Renewal Projects are limited to two pages. Each letter must be printed on the submitting Agency's letterhead stationery and include all the following bulleted points to be eligible to participate in the next stages.

  • Applicant agency legal name

  • Name of contact person (who will be coordinating project application)

  • Contact's telephone number, fax number, and e-mail address

  • Identify eligible activities of interest (i.e., permanent supportive housing, transitional housing)

  • Brief description must include an explanation of the project, in addition to any other eligible proposed components and information, if applicable.

  • If a renewal project wants to request an expansion, this must be part of the RLOI letter.  Please provide the requested amount, a description of the expansion, and a justification for why the change is being requested.

Renewal letters not containing all the mandatory criteria mentioned above or e-mails of information not submitted following the above guidelines will not be considered for further funding.

A Virtual Renewal Projects Workshop will be held Tuesday, September 14, 2021, at 1:00 P.M. An invite will be sent to those projects who submit an RLOI by the September 10, 2021, deadline.

Renewal Letters of Interest for Project(s) may be submitted starting Tuesday, August 31, 2021, at 8:30 A.M., but no later than Friday, September 10, 2021, at 5:00 P.M to Community Partnership Division, Attn: R. McGuire, Room A3370, Government Center Annex, 115 S. Andrews Avenue, Fort Lauderdale, Florida 33301, via hand-delivery, mail, e-mail to rmcguire@broward.org.  Late submittals will not be eligible for funding consideration.

Successful Applicant Agencies will be notified by e-mail regarding the next step in the application/proposal process.

The Public Notice reflects the guidelines of the Homeless Emergency Assistance and Rapid Transition to Housing: Homeless Continuum of Care Program Rules 24 CFR Part 578 as published in the Federal Register on July 31, 2012, and became an effective August 30, 2012; and Homeless Emergency Assistance and rapid transition to Housing: Defining "Chronically Homeless" as published in the Federal Register on December 4, 2015, and effective January 15, 2015. ALL AGENCIES WITH EXISTING COUNTY PROJECTS (Permanent Supportive Housing, Rapid Re-Housing, Transitional Housing, Supportive Services Only (SSO) and Homeless Management Information System) OR WHO HAVE PARTICPATED WITHIN THE LAST YEAR IN A REQUEST FOR PROPOSAL PROCESS FOR THE HUMAN SERVICES DEPARTMENT, ARE ELIGIBLE TO SUBMIT A LETTER OF INTEREST (LOI) FOR THE 2021 HUD AWARD YEAR. Agencies must submit this letter to the County to be considered for inclusion in the County's HUD 2021 application.

ELIGIBLE APPLICANTS: Only Agencies with existing HUD Homeless Continuum of Care (HCoC) Program under 24 CFR Part 578, with existing County Contracts, or who have participated within the last  year in a Human Services Department's Request for Proposal are eligible to submit a LOI.   Letters for New Projects and Bonus Projects are limited to two pages. Each letter must be printed on the submitting Agency's letterhead stationery and include all the following bulleted points to be eligible to participate in the next stages of the County's application.

A Virtual Project Workshop will be held on Monday , September 27, 2021, at 1:00 P.M. An invitation will be sent to those projects who submitted the LOI by the September 23, 2021, deadline.

Letters of Interest for Project(s) must be submitted no later than Thursday, September 23, 2021, at 5:00 P.M to Community Partnerships Division, Attn: R. McGuire, 115 S. Andrews Avenue, Room A370, Fort Lauderdale, Florida 33301, via hand-delivery, mail or e-mail to rmcguire@broward.org.  Late submittals will not be eligible for funding consideration. Failure to receive notification from staff is not subject to appeal.
