​​​​​The Operations Unit manages 52 contracts for the 14 providers within the Homeless Continuum of Care. The providers services include, outreach, legal services, case management, shelter services, housing interventions, mobile showers and other supportive services. The administrative arm of HOSS charged with creating innovative programs such as specialty outreach, the Broward4Homeles App, abating encampments throughout Broward County.  

This Unit also reviews annually all policies and procedures, compliance, communications, community outreach, training, data, planning, budgeting, and interdepartmental collaboration for individuals and families experiencing, or at imminent risk of homelessness in Broward County.​​

Homeless Continuum of Care (HcoC) Board

In Broward County, the responsibilities of the HCoC Board is fulfilled by the Broward County Board of County Commissioners, Homeless Continuum of Care Advisory Board, and the Housing Options, Solutions and Supports Division of Broward County as Collaborative Applicant. Broward County is the designated Homeless Management Information System (HMIS) Lead Agency.​


​There are five HCoC Advisory Board Committees:

  • ​​Performance, Outcomes, Needs and Gaps (PONG) is comprised of HCoC Advisory Board members who do not have a conflict of interest (members that do not serve in any capacity on the board of directors of a funded organization or do not receive funding from Broward County for Homeless Services), a representative from HOSS (non-voting), and the Homeless Management Information System (HMIS) Project Manager (non-voting). The PONG committee reviews the HCoC’s funded contractual performance/outcome measures by service category quarterly. The committee will also solicit data and opinions on unmet needs and gaps in services. Performance targets are set annually and outlined in the sub-recipients’ contracts and agreements. All targets are set based on Housing and Urban Development guidelines.
  • The HMIS Data Committee is tasked with communicating HMIS Data Standards, Common Data Element. This Committee meets quarterly.  
  • Housing Action Committee is tasked with building capacity for the HCoC for housing units and landlord recruitment. This committee oversees the landlord recruitment campaign Project Home Again  and organizes and facilitates the quarterly landlord recruitment events. They are also the lead in landlord education and public education in an effort to engage the community to assist with ending homelessness in Broward County. 
  • Homeless Youth and Families Provider Committee goal are to eliminate youth and families experiencing homelessness in Broward County by utilizing and maximizing the effectiveness of existing initiatives, within the current framework of services offered by agencies in the County. The Broward County School Board is the lead facilitator of this committee w​hich meets quarterly.
  • Consumer Advocacy Committee is tasked with the mission of advocating for those individuals experiencing homelessness. Formally homeless, individuals experiencing homelessness and homeless advocates are recruited to participate in this committee.​
