DIRECTOR OF WASTE AND RECYCLING SERVICES

NATURE OF WORK

This is highly responsible technical and administrative work in planning, organizing and directing the activities of the County's Waste and Recycling Services Division.

Work involves responsibility for the administration and direction of all county long-term solid waste management planning and development of resource recovery programs. Position incumbent exercises considerable independent judgment in developing long-term solid waste management plans, in formulating recommendations to the CountyAdministrator, CountyCommission and Resource Recovery Board, in negotiation of vendor agreements, in administration and interpretation of vendor agreements, and in supervising the County's Solid Waste Management Program. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by the Director of Public Works. Performance is reviewed periodically through conferences and written reports.

ILLUSTRATIVE TASKS

Administers the County's long-term solid waste management and resource recovery programs; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Division.

Prepares and monitors division budget, and prepares special reports as required.

Acts as staff coordinator to the Broward Solid Waste Disposal District and its Resource Recovery Board and Technical Advisory Committee.

Represents the County at the local, state and federal level in both legislative and regulatory proceedings.

Attends conferences and public and professional meetings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of solid waste management, particularly in the areas of treatment and disposal of municipal solid waste.

Thorough knowledge of all federal, state and local regulatory requirements applicable to solid waste management.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration, engineering, or project management; six (6) years experience in solid waste management including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
