PURCHASING AGENT IV

NATURE OF WORK:
 
This is advanced, highly technical and analytical work with responsibility in the management of large scale projects of the County’s central purchasing system.

Work involves providing high-level expertise on multiple large scale procurement initiatives including procurement effected from start to finish through the County's central purchasing system. Responsibilities include planning, advising, coordinating, performing and managing a variety of multi-faceted procurements that are significant in value and complex in nature. Duties include the review of contracts to ensure compliance with County ordinances, laws and policies. Duties also include soliciting quotations, bids, requests for letters of interest, and requests for proposals; analyzing proposals and bids; and negotiating contract prices, terms and conditions.  Supervision may be exercised over subordinate professionals.  This position exercises considerable independent judgment in devising improved procedures, interpreting existing rules, and formulating recommendations to purchasing manager. Work is reviewed through written reports, contracts, and agreements for adherence to established policies.
 
DISTINGUISHING CHARACTERISTICS:
 
This classification is distinguished from the position of Purchasing Agent III by the high degree of independence, the level of administrative and supervisory responsibility associated with subordinate supervisors, professional, technical, and clerical staff and/or the procurement administration over a County agency/department with a higher level of authorization for enabling the award of contracts, as well as the additional experience and knowledge required.
 
ILLUSTRATIVE TASKS:
 
Maintains that procurement responsibilities may include administration of all facets of procurement for a large agency.

Reviews, analyzes, and makes recommendations on requests for specialized procurement methods.

Make recommendations regarding administrative policies and procedures.

Plans, assigns and supervises the activities of subordinate professionals involved in specification preparation and in contract preparation and administration for the procurement of construction services, specialized capital equipment, professional consultant services and sophisticated information technology.
Reviews, analyzes and resolves complex purchasing problems and transactions.

Performs research on prospective sources, industry trends, economic trends, legislation, internal guidelines, regulatory requirements, funding source (grant) requirements in response to requests for procurement.

Determines the appropriate terms, conditions, pricing structure, specifications, and forms for multi-faceted procurements that are significant in value and complex in nature.

Prepares solicitations, collaborates with internal clients for release of solicitation, attends pre-solicitation meetings, responds to correspondence related to solicitation, analyzes responses to a solicitation, approves or processes the award of contract or rejection of responses.

Attends meetings and conferences with lawyers, vendors, contractors, professional consultants, contract specialists and represents the County’s interest relative to the designated area of responsibility.

Attends meetings and conferences representing purchasing interests for the designated areas of responsibility.

Utilizes all portions of an automated procurement system and the resulting system generated reports on a daily basis.

Prioritizes the actions required for each stage of the procurement.
Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS:

Thorough knowledge of purchasing principles and practices of contract negotiation and administration.

Thorough knowledge of established policies, procedures and regulations of the County and state/federal agencies for contracting professional service contracts and capital construction projects.

Considerable knowledge of automated procurement systems and the ability to utilize the system as a management tool.
Ability to review, analyze and resolve problems.

Ability to gather, evaluate data, and prepare written reports on findings.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to plan and organize work, facilitate, and negotiate in situations where numerous diverse demands are involved.

Ability to work independently.

Ability to establish and maintain effective working relationships with general public, elected officials, appointed committee members, department and division directors, and the professional service community.

Ability to conduct meetings with consultants, contractors, and representatives of other agencies.

Ability to use personal computer and related software for report preparation.

Ability to express ideas clearly and concisely, both orally and in writing.

DESIRABLE EXPERIENCE AND TRAINING:
 
Graduation from an accredited four year college or university with major course work in public or business administration or related field. Six (6) years experience in a large centralized purchasing operation including four (4) years experience in public purchasing and the supervisory aspects of the work; or any equivalent combination of training and experience.
