The meeting was called to order by Quentin Morgan, Chair at 7:30 a.m., after which all present recited the Pledge of Allegiance.
Approval of Minutes
Mr. Morgan asked for a motion to approve the minutes of the meeting of November 4, 2009. Sheila Rose made the motion, which was seconded by Jack Mathison and passed unanimously.
Employee of the Month for December 2009
Hazel Matthews was congratulated as Employee of the Month (EOM) for December. She was applauded for her accomplishments and work ethics and was awarded a framed certificate of appreciation and a gift certificate to a local restaurant.
Park Manager’s Report
Duncan Finch, Parks Manager V at Central Broward Regional Park (CBRP), welcomed the Parks and Recreation Advisory Board (PAB). Mr. Finch provided the board members with a fact sheet and gave guided tour of the facility via a map and layout of the park. CBRP is the only facility in the nation sanctioned by International Cricket Council, which allows CBRP to host more prominent cricket events. Quentin Morgan asked what the city permit is for. Mr. Finch answered that any event of 500 or more people requires a permit from the City of Lauderhill. We have reduced our fees in order to generate more use and are trying to get the city to reduce theirs.
Parks and Recreation Division (Parks) Update
Bob Harbin reported The Holiday Fantasy of Lights (HFOL) opened just before Thanksgiving and the attendance numbers are showing about the same as last year. HFOL hosted a 5K walk that drew 2,800 participants and bicycle event that drew 2,000 participants. The Toys for Tots Run is also scheduled this coming weekend, December 6. The Cultural Center and Library has been a group effort with the City of Lauderhill and the County, with each agency putting up approximately $5.8 for construction. It encompasses a joint building to help reduce operating costs and construction expenses. Once complete, the City will operate the Cultural Center and the County will operate the Library. Staff is close to bringing a final Agreement before the Board of County Commissioners and the City of Lauderhill to execute in order to start construction. Lou Metz further explained where staff is in regards to getting the Agreement negotiated.
The PAB presented Bob Harbin with a plaque thanking him for his 25 years of service to Broward County.
Bond Construction Update
Jim Federici provided the PAB with a projects status report handout which is a summary of the bond projects being worked on. Mr. Federici announced that Vista View Park was opened and the event was successful. The prototype projects are moving along very well with 7 of 10 complete, 5 are open and operating. The 2 remaining projects are located in Coconut Creek. The Carpenter House project the contractor has come in and demolished everything that needed to be taken down. They have started reconstructing the building. DB2 is scheduled to go before the Board on December 8. Tradewinds North staff is in the process of finalizing the scope of services. Miramar Pinelands a Selection Committee meeting is scheduled on December 7 to select the contractor.
Sharon Kent asked if the PAB had an opportunity to look at the samples of surveys and whether they had any comments or suggestions. Staff was also going to look into putting a link to a survey on RecTrac. Laura Frank advised that is it possible; however, RecTrac is not up and running at this time, but advised they could put a link on our website as well. The PAB needs to determine which questions to post on the survey. Sheila Rose suggested splitting the list of questions and posting several different ones quarterly.
Laura Frank provided new meeting locations listing and explained that December 2010 was left open in the anticipation of the Carpenter House being completed and hosting the meeting there. Jim Federici will keep the PAB posted closer to the date as to whether it will be available. Jack Talabisco motioned, Sharon Kent seconded and all were in favor.
Jack Mathison presented Quentin Morgan with a plaque thanking him for his years of service as Chair of the Park and Recreation Advisory Board.
