Oversight Board

​​​​​​​​​​​​​Per Broward County Code of Ordinances, Chapter 31 ½, Article V, an independent Oversight Board of volunteer professionals is responsible for reviewing projects for eligibility under Florida Statute 212.055(1), monitoring revenues and expenditures, and offering transparency and accountability to the public. Members will serve four-year terms, and meet at least quarterly.

The Oversight Board is comprised of one individual from each of the following nine categories:

  • Accounting: Shea Smith 
    Smith has nearly 20 years of experience with a variety of companies and industries, working with business owners and entrepreneurs providing accounting, auditing and consulting services in Broward County. Email: sheasmith@ob.broward.org
  • Architecture: Ronald E. Frazier 
    Frazier is the retired CEO/Owner of Ronald E. Frazier & Associates, PA, a position he held for more than 40 years with a variety of experiences in architecture and urban planning projects. Email: rfrazier@ob.broward.org
  • Engineering/Construction Management: Alan Hooper
    For more than 24 years, his companies have planned, designed, developed, constructed and managed more than 1.8 million square feet of neighborhood mixed-use construction projects in Broward County. Email: ahooper@ob.broward.org  

  • Environmental Sciences: Debbie K. Madden
    Madden is a shareholder with Gunster--a corporate law firm with several Florida locations--and practices environmental law, focusing on permitting and litigation matters involving water resources, wetlands, water supply, state and federal listed species issues, mitigation banking, state submerged lands and coastal construction. She is also​ a former board member of the Florida Association of Environmental Professionals.    

  • Finance: Phil Allen 
    Allen served as CEO/Port Director of Broward’s Port Everglades and previously as Chief Financial Officer for Broward County. Email: phallen@ob.broward.org 
         
  • Former City or County Manager: Erdal Donmez​​
    Erdal Dönmez previously served as City Manager/CEO for the City of Coral Springs for over six years after acting as Deputy/Assistant City Manager for 10 years. Prior to his tenure with the City of Coral Springs, Erdal served as the Director of Real Estate and Economic Development for the City of Miami. He has held a number of key positions in both the public and private sectors. Email: edonmez@ob.broward.org

  • CHAIR - Land U​​​se and Urban Planning: Douglas Coolman
    Coolman was a Principal at EDSA, Inc., a planning, landscape architecture and urban design firm in Fort Lauderdale and continues to practice as an independent registered landscape architect. Email: dcoolman@ob.broward.org 

  • Resident Consumer of Public Transportation: Alejandro Munoz
    Alejandro has been a resident of Broward for over 20 years and is a user of the Tri-Rail service. He is committed to help improve public transit, as well as pedestrian and bicycle infrastructure. Email: amunoz@ob.broward.org

  • VICE CHAIR - ​Designee of Broward College, Supplier Relations and Diversity (As Identified in Ordinance): Anthea Pennant-Wallace​
    Anthea has over 20 years experience in social services, economic development, business development, fundraising, and advocacy - always with a focus on strengthening communities for the advancement of the underserved. Email: anpennant@ob.broward.org
