The Board of County Commissioners prioritized the passage of a one-percent local option sales tax for transportation (Transportation Surtax) in their 2016-2020 Commission Strategic Plan (Value D). The 2016 ballot included a half-percent Transportation Surtax – which passed – but it was tied to a half-percent city initiative, which failed. The 2016 initiative could therefore not be implemented.

The Board then directed staff to finalize a full penny, 30-year surtax plan for inclusion on the November 6, 2018 ballot.
