Top Achievements in FY2022
Transportation Department
- In August 2022, launched the Late Shift Connect Pilot Program, providing on-demand transportation for late shift workers when regular transit service is generally not available. Enrolled passengers pre-pay a $2 one-way transit fare, and the County provides a maximum $15 subsidy to taxis or Transportation Network Carriers for the trip.
- Received $7.8 million from the Florida Department of Environmental Protection toward the purchase of 26 new electric transit buses.
- Received additional grants including: $35.4 million in FY2022 Federal Transit Administration (FTA) 5307, Urbanized Area Formula funds; $3.1 million in FTA Section 5339 Bus and Bus Facilities Formula funds; and $5.8 million in Trip & Equipment Funds from the Florida Commission for the Transportation Disadvantaged (CTD). The CTD grant is a 22 percent increase over funds received in FY2022, which provided 183,652 paratransit trips and 16,188 monthly bus passes for transportation disadvantaged program participants.
- Completed 53 bus shelter locations and began construction on an additional 40.
- Began operating 12 Proterra Electric buses in November 2021. Ordered 30 additional electric buses and two over-the-road MCI Electric Commuter Coaches, scheduled for delivery January 2023. BCT is on target for a Zero Emission bus fleet by 2035.
- Installed 14 electric bus depot chargers at BCT's Ravenswood Transit Facility.
- Put 15 new clean diesel Articulated 60' Buses into service on BCT's high ridership routes.
- Fleet Services took delivery of 23 new electric vehicles (EV), bringing the total of EVs in the County fleet to 50. The countywide electrical infrastructure installation program now has 90 EV charging ports at 13 different County sites helping to reduce the County's carbon footprint.
- Initiated the $10.6 million surtax-funded Transit Systemwide Study, known as PREMO – Premium Mobility Plan. The plan will provide recommendations for the implementation of Bus Rapid Transit and Light Rail Transit systems. Expected delivery date is Winter FY2023.
- Submitted to the FTA a request to proceed with development and environmental studies for the Broward Commuter Rail South.
- Received a Notice to Proceed on design activities for the Copans Road Operation and Maintenance Facility Renovation and Rehabilitation Project. Construction is expected to begin Summer 2024.
Public Works Department
- Highway & Bridge Maintenance Division (HBMD) completed gas tax-funded bridge rehabilitation projects in Coral Springs, Tamarac and Dania Beach; drainage improvements and reconstruction of entryways in the Broward Municipal Services District; and upgrades and roadway safety improvements in Dania Beach and Coral Springs.
- Highway Construction and Engineering (HCE) completed 60 percent of the design plans for the Port Everglades By-Pass Road project, which will improve level of service in this congested area and accommodate additional traffic generated from the Convention Center Expansion Project.
- HCE received $452,500 in Florida Department of Transportation County Incentive Grant funds, to cover 50 percent of the costs of University Drive and Sheridan Street intersection improvements.
- Traffic Engineering Division (TED) initiated a project to replace controllers for school zone flashing beacons with a new system; 600 of the 1,049 active controllers were replaced. This project is scheduled for completion in 2024.
- TED performed more than 645 signal retiming efforts covering 71 arterial segments as part of the Traffic Signal Synchronization Program launched in 2010.
- TED completed 14,951 field maintenance tasks and responded to 94 percent of emergency service calls within one hour of notification.
- TED implemented a Video Detection Predictive Maintenance (VDPM) program as a proactive means of monitoring the status of video-based vehicle detection used at all traffic signals and installed approximately 250 video encoders at signalized intersections.
- TED Executed Revocable License Agreements with Fort Lauderdale, Oakland Park and Tamarac to maintain green pavement bicycle lane markings on County roads in those communities.

Mobility Advancement Program (MAP Broward)
- Initiated 94 surtax-funded projects through Public Works Department's Highway & Bridge Maintenance Division, with nine projected completed including bridge rehabilitation projects in Sunrise, Miramar and Lauderhill. Other projects included improvements to roadways with the addition of sidewalks, bike lanes, new pavement markings and drainage.
- Procured through Public Works Department's Traffic Engineering Division an Automated Traffic Signal Performance Measures system. Approximately 300 intersections will be integrated into the system as a MAP Broward project.
- Continued to meet or exceed the Broward County Commission's 30 percent County Business Enterprise (CBE) goal on eligible County and Municipal surtax-funded projects.
- Municipalities initiated 120 surtax projects, with four completed.
- Created a centralized repository for all municipal surtax grant-related materials, including required submittals and reports. The portal includes features for review, dialogue, notes, acceptance and approvals of required materials, as well as automated notifications, schedule generators and technical assistance tools.
- Developed a series of dashboards to report on the surtax program.
