Top Achievements in FY2025

Office of Management & Budget​

The financial management strategy for Broward County is based on principles of financial stability, multi-year planning and responsible stewardship.

  • FY 2025 adopted budget totaled $7.8 billion.
  • About half of the County's General Fund budget is allocated to the Constitutional Offices, primarily the Broward Sheriff's Office, Tax Collector, Property Appraiser and Supervisor of Elections. The remainder funds the operations of more than 60 County agencies. The Airport, Port, Water Wastewater and other enterprise activities do not use General Fund dollars to operate.
  • The General Fund budget of $1.9 billion is primarily supported by property taxes ($1.6 billion). Broward County property taxes consist of less than one-quarter (25%) of a resident's overall tax bill, which also includes the school district taxes (32%), city taxes (26%) and special taxing districts (17%).
  • There has been no increase in the overall Broward County millage rate (property tax) for more than a decade.

Finance & Administrative Services Department

  • As one of only five counties in Florida and one of the few counties nationally to have AAA rating with S&P, Moody's and Fitch, the County's large population, economic diversity and conservative management practices are reflected in its “Aaa/AAA/AAA" General Obligation ratings.
  • Broward County Investment Portfolio earned nearly $256 million in interest income on an average portfolio balance of approximately $6.1 billion. This interest income increased from the previous fiscal year due to sustained high interest rates and adequate management of investment positions.
  • Established a Procurement Innovation Coalition to get updated and briefed on various Plan for Innovation initiatives.
  • Issuance of Series 2025 Water Wastewater refunding bonds, which generated savings of approximately $15.5 million.
  • Collaborated with the Innovation Unit to launch a public-facing Procurement Dashboard, making it easier to see County purchases while improving
    access to information, strengthening transparency, and giving residents, staff and stakeholders a clear view of how public funds are being spent.
  • For the 29th consecutive year, Purchasing Division was awarded the Florida Association of Public Procurement Officials' Award of Excellence in Public Procurement for meeting or exceeding key benchmarks and best practices used nationally in the public procurement profession.​

Enterprise Technology Services (ETS)

  • ​Upgraded the PeopleSoft enterprise resource planning system to reduce cybersecurity risks and modernize infrastructure across County agencies, improving performance, security, and user experience and streamlined financial workflows, provided updated training, improved fiscal oversight.
  • Completed the transition of information technology systems, email, and data supporting tax collection from the Records, Taxes, and Treasury Division to the newly established Broward Tax Collector.
  • Provided dedicated support to Public Works and Environmental Services Department to enhance its Geospatial Information System (GIS) platform, including upgrading core infrastructure and operating systems, improving hardware performance, modernizing GIS software and databases, and adopting cost-effective designs to reduce expenses.
  • Partnered with the Clerk of Courts to design and finalize a plan based on County's disaster recovery plan model.
  • Creating a Feasibility Assessment and Strategy Development for Cloud Migrations Architecture, which will serve as a strategic blueprint for designing the County's next-generation cloud architecture—ensuring it is secure, scalable, and aligned with the County's future technological needs.
  • Implementing Enhanced Identity Threat Detection and Response solutions for securing both on-premises and cloud-based county infrastructure identity environments from cyberattacks.
  • Performing a comprehensive study of artificial intelligence (AI) tools, data privacy practices, policies, and government use cases to evaluate AI's role in the public sector.
  • In partnership with the County Attorney's Office, launched and completed a pilot program applying AI in the legal field, yielding positive results, including increased productivity and improved quality of service delivery.
  • Working with the Office of Economic and Business Development on the Micro Grant Program, delivering the ability for small business entities to apply online for the micro grant opportunities.
  • Worked with Port Everglades on the Content Management Pilot project for replacing paper-based processes with digital, collaborative, and accessible workflows. Staff self-scanned nearly 285,000 files and a professional firm digitized 97,500 large-format records while Port staff reviewed more than 11 million documents and surplused 60+ filing cabinets.
