​​Applications for Historic Resource Designation

Applicants are encouraged to contact the Historic Preservation Officer (HPO) for a pre-application meeting prior to the submittal of an application. An application for the designation of a historical, architectural, archaeological, or paleontological resource site, district or zone requires completion by an applicant along with the provision of photographs and documentation that support the nomination. Application and support documents must be submitted to the Historic Preservation Officer.

The Historic Preservation Officer will review the application and make a determination of "completeness."  Once an application has been determined "complete," the nomination will be scheduled for a public hearing before the Historic Preservation Board. 

If the nomination is approved, the Historic Preservation Board shall forward a recommendation for designation to the Board of County Commissioners.  Designation of a resource site, district or zone is by final action of the County Commission.

​​Applications for Certificate to Dig (CTD)

Applicants are encouraged to contact the Historic Preservation Officer (HPO) and the County’s Archaeological Consultant to determine prior to the submittal of an application.

A CTD application for an archaeological site or zone requires completion by an applicant along with the provision of support documents that support the CTD request. Application and support documents must be submitted to the Historic Preservation Officer.

The CTD application will be reviewed for “completeness.” Once determined “complete,” a CTD is reviewed administratively and authorized by the HPO.

​​Applications for Certificate of Appropiateness (COA)​

Applicants are encouraged to contact the Historic Preservation Officer to discuss their proposal prior to the submittal of an application. ​There are two types of Certificate or Appropriateness applications: (1) a Special COA Application; and (2) a Regular COA Application.

“Special COA Application” – Required when significant work is being proposed to a historic resource site such as major restoration or rehabilitation, new additions, new construction, major alterations, installation of a historic marker, relocation and removal/demolition. Special COA Applications are reviewed by the HPO and set for public hearing before the Historic Preservation Board for final action.

“Regular COA Application” – Required when minor work is being proposed to a historic resource site such as minor improvements, exterior paint, door and window replacements, small landscape improvements. Regular COA Applications are reviewed administratively and authorized by the HPO.
