Cone of Silence

The Broward County Board of Commissioners adopted a Cone of Silence Ordinance which substantially restricts vendors and vendor representatives (including lobbyists) from communicating with County Commissioners, County Administration, Selection/Evaluation Committee members and other staff members involved in making a recommendation or a decision in the award of a contract pursuant to a competitive solicitation.

For County Commissioners, the Cone of Silence begins at the time of bid opening for an Invitation to Bid (ITB) and the first meeting of the Selection /Evaluation Committee (Short Listing) for a Request for Letters of Interest (RLI) or a Request for Proposal (RFP). For applicable staff or Affected Persons, the Cone of Silence begins at the time of the advertisement of the solicitation for an ITB and at the time the Selection/Evaluation Committee is approved for a RLI or RFP.
