Broward County invites all citizens, community members, and stakeholders to actively participate in the development of the CDBG-DR Draft Action Plan ("Plan"). Your insight and feedback are essential to shaping a plan that effectively addresses disaster recovery and resiliency needs within the Broward County communities. 30-day public comment period began on September 20, 2025, and will conclude on
October 20, 2025. We encourage you to review the Plan and share
your perspectives to ensure the plan reflects the priorities and needs
of Broward County residents. Comments and suggestions may be submitted in person at the
HFD or via email to Ylopez@broward.org and/or Phaggerty@broward.org.
Additionally, we invite you to attend the public hearing either in person or virtually on October 3, 2025, at 10:00 a.m., at the HFD. This is an important opportunity to learn more about the Plan, discuss proposed programs, and provide direct feedback that will guide Broward County's recovery and resiliency strategies. Funding Allocation
The U.S. Department of Housing and Urban Development (HUD) announced the allocation of $29,222,000 in CDBG-DR funding to Broward County due to severe storms and flooding that occurred in 2023, countywide, except for the City of Fort Lauderdale, which received its own CDBG-DR allocation. The Declaration area of service is all of Broward County. Developments in the City of Fort Lauderdale will be considered for multi-family affordable housing projects, will demonstrate need, no duplication of benefits, and will benefit all Broward County residents. To meet disaster recovery needs, the statutes making CDBG-DR funds available have imposed requirements and authorized HUD to modify the rules that apply to the annual CDBG program to enhance flexibility and allow for a quicker recovery. HUD has allocated CDBG-DR funds to Broward County in response to (FEMA-4709-DR), through the publication of the Federal Register, 90 FR 4760 (January 16, 2025) listed below 2025-00943 Facts about CDBG-DR. This allocation was made through PL 118-158: (“the 2025 Appropriations Act”). Broward County Housing Finance Division (HFD) is the lead and responsible agency for administering the CDBG-DR funds.
The HFD is currently developing the Community Development Block Grant Disaster Recovery (CDBG-DR) Action Plan. As a valued community partner/stakeholder, your insights are critical to shaping how we prioritize these funds in disaster recovery efforts across Broward County.
We invite you to complete our stakeholder/Needs Assessment Survey, which should take just a few minutes of your time. The survey includes questions related to disaster recovery, affordable housing, infrastructure, community priorities, and other disaster recovery needs related to the 2023 and 2024 storms. Your responses will help us better understand the challenges and opportunities in your community and ensure our planning efforts are aligned with local needs.
