CHIEF FINANCIAL OFFICER/DIRECTOR OF FINANCE AND ADMINISTRATIVE SERVICES

NATURE OF WORK

This is complex, professional administrative work in the County's Finance and Administrative Services Department.

Work involves responsibility for the administration of a variety of divisions, offices, or specialized sections of the County governmental operations.   Responsibilities require an extensive knowledge of the operation of the County governmental system and its financial structure.   Assignments are received in both specific and general terms with wide latitude for determining methods and procedures.   Work is subject to review by the CountyAdministrator for determining adherence to the County's established ordinances, rules, and administrative regulations.

ILLUSTRATIVE TASKS

Directs operation of the County's Finance and Administrative Services Department.

Prepares proposed and final budgets for the department for presentation to budget committees, the CountyAdministrator, and the CountyCommission.

Exercises primary operational and administrative control over a specified group of divisions, offices, and sections of the County's governmental operations.

Coordinates the activities of the department and its subdivisions with those of other County departments; and when necessary, with comparable organizations in other public and private jurisdictions.

Recommends and implements organizational and administrative changes.

Reviews existing organizational pattern, work relationships, space, equipment, and manpower utilization; promotes effective operations through standardization, improvement, simplification, and installation of new operating systems.

Directs the County's accounting procedures.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Extensive knowledge of the principles of management and their application to the administration of governmental affairs.

Extensive knowledge of the principles and practices of public and business administration.

Extensive knowledge of financial planning, debt structuring, and debt administration.

Extensive knowledge of governmental accounting and auditing principles.

Thorough knowledge of basic budgetary principles and procedures.

Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.

Ability to exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures.

Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

Ability to direct the operation of assigned county divisions and programs.

Ability to carry out complex oral and written instructions.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four (4) year college or university, preferably supplemented by graduate work in finance/public administration, and nine (9) years progressively responsible experience in public finance administration and general public administration, including five (5) years in an executive or administrative capacity; or any equivalent combination of relevant training and experience.
