This is responsible professional and administrative work assisting the Director in planning, organiz¬ing, and directing of the activities of the County’s Children’s Services Administration Division. The Division is comprises four sections: the Sexual Assault Treatment Center; Child Care Licensing and Enforcement; One Community Partnership (a system of care grant for SED children and families); and Contract and Planning for Non-profit programs.

Work involves responsibility for assisting the Division Director in the administration and imple¬menta¬tion of programs associated with the activities of the County’s Children’s services Admini¬stration Division. Position incumbent supervises administrative and subordinate staff involved in divisional operations. The incumbent assists the Director and advises on the formation of division policies and procedures pertaining to programs and services. Develops and maintains working relationships with county agencies, state agencies other funders of children’s services and non-profit agencies. Responsibilities require a thorough knowledge of local, county, state and federal human service and social service structures, policies and procedures. Work includes meaningful communications and working relationships with county communities and other public and private organizations. Work is performed with consider¬able independence with assignment received from the Division Director in both specific and general terms with latitude for determining methods and procedures. Performance is reviewed periodically through conferences and written reports.


Assists in directing the administrative operations of the County's Children’s Services Administration Division.  

Directs and supervises professional and administrative staff; coordinates divisional budgets, pur¬chas¬ing, personnel, contracts, grants and record keeping activities; recommends and implements organizational and administrative change.

Assists in developing and implementing divisional policies and procedures; makes policy recommendations related to the general welfare of children and families living in Broward County.

Assists in directing the planning and implementation of division programs and develops program goals and objectives.

Assists in staff support activities associated with the Children’s Services Board.

Makes recommendations and assists in preparing division budgets for presentation to the Department Director.

Manages the contracting section of the division by supervising administrative staff responsible for contract management of County funding awarded to local not-for-profit organizations, and other local agencies and government organizations selected through a competitive bid process; contract management activities include agenda development, contract negotiation, contract development, record keeping, corrective action plan development and technical assistance.

Supervises and directs activities associated with quality assurance and data management for on-going evaluation of performance and outcomes attainment for division programs, contracts and grants.

Participates at the community level in the on-going development and implementation of a coordinated, unified, system-wide Strategic Plan for Children’s Services in Broward County.

Seeks out and develops new alternatives for programming and financial resources by developing grant applications on behalf of County or in collaboration with other local children’s service entities.

Represents the County on various community boards or committees; participates in local and statewide meetings.

Acts for the Director in his/her absence.

Attends conferences and public professional meetings.

Performs related work as required.


Thorough knowledge of the principles and practices of administering the provision of services to children and families.

Thorough knowledge of the principles of management and their application to the administration of governmental affairs.

Thorough knowledge of the principles and practices of public administration and methods of providing human service programs.

Considerable knowledge of the funding process in a public sector environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the applicable laws, regulations and procedures related to social or human service programs.

Ability to exercise judgment and discretion in applying and interpreting County, department and division policies and procedures.

Ability to initiate and implement administrative programs and procedures and to evaluate their effectiveness.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to plan, direct, and supervise division operations and activities.

Ability to carry out complex oral and written instructions.

Ability to express ideas effectively, both orally and in writing.

Graduation from an accredited four year college or university with major course work in the social sciences, public or business administration or related field; six (6) years of progressively responsible administrative experience in the provision of services to children and families, including two (2) years of experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
