DEPUTY DIRECTOR OF PUBLIC WORKS

NATURE OF WORK

This is highly responsible administrative and professional engineering work assisting the Director of Public Works in planning, organizing and directing a comprehensive public works program and service delivery system embracing the functions, duties and responsibilities of the several divisions of the Department. Work involves the supervision of, and participation in, a variety of engineering and public works projects. The employee works with considerable independent judgment in planning and designing new projects, interpreting rules and procedures, and in formulating recommendations to superiors. Work is subject to review through conferences and written reports for attainment of desired management objectives and conformity with established policies and procedures.

ILLUSTRATIVE TASKS

Directs and participates in studies and projects relating to technical and administrative aspects of the public works function.

Assists the department director in planning and directing the activities of the several divisions of the Department.

Assists in the preparation of the annual budgets; performs administrative reviews.

Assists and advises the department director on matters pertaining to engineering, public works and capital construction projects.

Assists in the establishment and maintenance of effective work relationships with other governmental units and public and private agencies in matters relating to public works management and engineering.

Assists in the development and implementation of management systems for long-range planning, resource management, and compliance with statutory requirements and established policies and procedures.

Participates in the formulation and implementation of management recommendations.

Serves as acting director in absence of the director.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles and practices of civil engineering and public works administration.

Thorough knowledge of the principles and practices of public and business administration.

Thorough knowledge of basic budgetary principles and procedures.

Ability to plan, organize and coordinate work in situations where numerous diverse demands are involved.

Ability to develop and implement technical projects and evaluate their effectiveness.

Ability to understand and carry out complex oral and written instructions.

Ability to adjust to changes in policies and procedures.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in civil engineering or closely related field; six (6) years experience in highly responsible technical administrative work, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
