NATURE OF WORK
This is highly responsible supervisory and administrative work assisting in planning, organizing and directing the operations of the County's Aviation Department.
Work involves responsibility for assisting in the administration and direction of the activities performed at county-owned airports and related facilities. Position incumbent provides oversight and direction to specialized functions or areas so as to ensure proper coordination, performance against budget and compliance with policies and appropriate priorities. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.
Assists the Director in administering the County's Aviation program; directs through subordinates the planning, scheduling and coordination of departmental activities; develops policies, procedures and priorities to meet established goals.
Oversees Business, Administration and Finance Divisions or the Maintenance, Operations, and Planning and Development Divisions, and other functions as assigned.
Oversees development, implementation and maintenance of strategic, fiscal and capital improvement plans for the Department.
Negotiates with interested groups and agencies and potential users of airport properties and facilities.
Assists in preparation, monitoring and control of Aviation Department budget and prepares special reports as required.
Assists in reviewing architectural and engineering plans for airport expansion and development.
Represents the Department's interest before local, state and federal agencies.
Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.
Attends conferences and public and professional meetings.
Serves as acting director in absence of the director.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of aviation management and public and business administration.
Thorough knowledge of all federal, state and local regulatory requirements applicable to the management and operation of the County's airport system including security, safety, aircraft operations, emergency procedures and control of air traffic.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Thorough knowledge of airline and leasehold operations at a large airport facility.
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
Knowledge of environmental issues and compatible land-use related to airport development and operations.
Ability to plan, implement and coordinate technical and administrative programs.
Ability to evaluate performance of the organization and correct as necessary.
Ability to make public presentations and explain technical data to a non-technical audience.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in business administration or aviation management or related field; six (6) years experience in aviation management at hub U.S. civil airports including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
