DIRECTOR OF WATER AND WASTEWATER BUSINESS OPERATIONS

NATURE OF WORK:
 
This is highly responsible senior managerial work in planning, organizing and directing the business activities and operations of the Water and Wastewater Services (WWS) Business Operations Division.
 
Work involves responsibility for the direction of all accounting, customer service operations, procurement, warehousing, facility and grounds maintenance, and other business-related activities assuring continuity, internal control and coordination. Work is performed with considerable independent judgment and initiative. Performance is reviewed periodically through conferences and written reports.
 
ILLUSTRATIVE TASKS:
 
Directs and supervises, through subordinate supervisors, the development and management of complex accounting and reporting systems including accounts payable, accounts receivable, customer billing and past due collections processes.
 
Directs and supervises the development, implementation and maintenance of operating and capital budgets, service fees, and wholesale and retail user rates.
 
Directs and supervises customer service operations including the call center, customer service counters, cash offices, and meter reading and maintenance services; resolves escalated billing disputes.
 
Directs and supervises procurement, contract administration, and inventory and warehousing of materials.
 
Develops and administers industry benchmarks and performance measurements for the Business Operations Division.
 
Supervises the development and management of policies, procedures and priorities to comply with Division-related federal, state and local laws, and industry standards.
 
Conducts feasibility studies of business requirements to improve effectiveness and efficiency of business operations; implements recommendations of studies.
 
Represents Water and Wastewater Services in coordination with other County agencies and municipalities in accounting and rate-setting activities.
 
Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS:
 
Thorough knowledge of the principles and practices of cost accounting, and accounts payable and accounts receivable processes and procedures in the water and wastewater utility industry.
 
Thorough knowledge of the principles and practices of modern customer service, billing and past due collections processes and procedures in the water and wastewater utility industry.
 
Thorough knowledge and experience with budgeting and financial planning and management processes in the water and wastewater utility industry.
 
Thorough knowledge of all federal, state and local regulatory requirements and industry standards applicable to public utility accounting, billing, rate setting, budgeting, and fiscal reporting and management.
 
Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
 
Ability to effectively direct and supervise, through subordinate supervisors, the work of professional, technical and administrative personnel.
 
Ability to express ideas effectively, both orally and in writing.
 
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
 
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy or gender identity and expression.
 
REQUIRED EXPERIENCE AND TRAINING:
 
Graduation from an accredited four year college or university with major course work in accounting, business administration, public administration, or related field; six (6) years of experience in utility business operations and management, or high-level accounting management, including four (4) years of supervisory experience; or any equivalent combination of relevant training and experience.
