This is highly responsible lobbying and administrative work in planning, organizing and directing the activities of the County's Office of Intergovernmental Affairs and Professional Standards.


Work involves responsibility for the administration and direction of Intergovernmental Affairs, Professional Standards, ADA/HIPAA, and Grants Coordination Assignments are received in the form of broad policy statements and as instructed by the County Administrator.   Work is performed independently with general supervision by an administrative superior.   Performance is reviewed periodically through conferences and written reports.




Develop and maintain meaningful professional contacts with local, regional, state and federal appointed and elected officials.


Respond to legislative inquiries by the County Commission, the County Administrator and County agencies, as well as other elected and appointed officials.


Coordinate the County's involvement with national and statewide organizations, public interest groups, chambers of commerce, civic organizations, and the community.


Develop, foster and improve communications and partnerships between Broward County, its municipalities, the school board, hospital districts, and other governmental entities.


Oversee development, coordination, and administration of the County's federal, state, and joint multi-jurisdictional legislative programs, through direction of subordinates.


Oversee development and management of a federal legislative programs tracking database, through direction of subordinates.


Monitor federal and state initiatives which impact county relations or services through involvement with other local governmental bodies.


Provide intergovernmental liaison services during emergency situations and upon activation of the Emergency Operating Center.


Serve as a public information resource to citizens seeking information relating to federal, state, and local functions and responsibilities of Broward County.


Maintain all records relating to boards, commissions and authorities which involve County Commission appointees.


Perform special projects as defined by the County Administrator.


Coordinate and monitor the County's Stimulus (American Recovery and Reinvestment Act) Grants efforts through the end of funding cycles.


Develop and maintain the County’s grant quality assurance process for all federal and state grant applications and monitor progress towards goals to reduce audit liability while assuring accuracy in reporting.


Coordinate the identification of funding opportunities at both the state and federal level to maximize the County’s efforts to bring available grants dollars to the County, as well as community partners through the direction of subordinates.


Ensure effective grants notification to county agencies and offer intergovernmental coordination to more effectively compete for state and federal funds.


Direct through subordinates the management of a web-based database tracking system for reporting on federal grants and meeting federal grant management and reporting requirements, as outlined in the federal OMB Circular.


Administer the County's ADA/HIPAA compliance, and Equal Opportunity Programs; direct through subordinates the planning, scheduling and coordination of activities; develop policies, procedures and priorities to meet established goals in complying with all HIPAA/ADA-related laws and regulations and facilitate activities, policies and procedures that limit liability.


Administer the County's Professional Standards Policy with regard to Whistle Blower Complaints received by the County Administrator and all other investigations of malfeasance and misfeasance within Broward County Government; direct through subordinates the planning, scheduling and coordination of activities; develop policies, procedures and priorities to ensure compliance with regulations and to meet established goals.




Thorough knowledge of grant practices in a large institutional setting, to include writing, researching, evaluating, tracking and monitoring federal, state and local grants.


Thorough knowledge of grants management principles, including: familiarity with the federal OMB Circular; other laws and regulations affecting grant-related contracts and subcontracts; grant-related procurement, accounting, reporting and auditing.


Knowledge of federal, state and local laws and regulatory requirements affecting Health Insurance Portability (HIPAA), Americans with Disabilities (ADA), Equal Opportunity (EO), Whistleblower, contracting/procurement, and lobbying.


Knowledge of the principles and practices of intergovernmental relationships.


Considerable knowledge of the principles, practices and procedures of organization, management, and administration.


Ability to plan, implement, and coordinate technical and administrative programs.


Ability to express ideas effectively, both orally and in writing.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.




Graduation from an accredited four (4) year college or university with major course work in public administration, political science, business administration or a related field; six (6) years experience in professional standards, grants coordination/management in a large institutional setting, and/or state or federal legislative work, including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
