NATURE OF WORK
This is highly responsible professional and administrative accounting work in the maintenance and review of payroll records. Employees in this class are responsible for managing and directing the work of a large staff engaged in the processing of payroll, leave and attendance, payroll deduction, and maintaining the personnel and payroll master files. Responsibilities include supervising various high volume payroll work activities and providing payroll training to all County departments. The incumbent exercises considerable independent judgement and technical expertise. Supervision is exercised through subordinate supervisors over a staff of technical and clerical subordinates engaged in payroll processing or related support functions. The employee is expected to conduct assigned areas of responsibility with a high degree of independence, receiving instruction and advice only on matters involving significant departures from established policy. Special assignments are received in the form of general instructions outlining desired objectives.
Plans, assigns, and reviews the work of subordinate supervisory, technical, and clerical subordinates engaged in payroll processing and related functions.
Supervises the processing of all flexible benefit changes.
Develops and implements payroll procedures, policies and work rules.
Maintains contacts with central data processing officials to resolve payroll issues and problems.
Prepares reports for federal, state and local agencies; prepares reports for use by various County divisions, departments and offices.
Directs computation of pay according to County policies; directs compilation and preparation of other payroll data, such as pension, insurance, and union dues.
Interprets County policies and government regulations affecting payroll procedures.
Reviews payroll to ensure accuracy; reviews and approves payroll deductions.
Records, or directs recording of, new or changed pay rates in payroll register or computer files.
Reviews documents that are sent outside the County; periodically reviews supporting documents such as payment history printouts and on-line computer screens.
Recommends methods and practices to improve divisional services.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.
Perform related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of accounting, business and public administration, and payroll procedures.
Thorough knowledge of the organization and operation of the Broward County personnel/payroll system.
Thorough knowledge of County personnel rules, leave policies and procedures, payroll procedures, provisions of collective bargaining agreements and Administrative Orders related to payroll and personnel matters.
Thorough knowledge of federal, state and local laws as they relate to payroll.
Considerable knowledge of the trends and developments in the field of payroll information systems, as well as payroll methodologies.
Ability to analyze complex payroll problems and make recommendations to improve efficiency and effectiveness.
Ability to supervise subordinates in a manner conducive to full performance and high morale.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in accounting, business, or public administration or related field; thorough progressively responsible experience in a high volume payroll section, including considerable experience in the supervisory and administrative aspects of the work; or any equivalent combination of training and experience.
