NATURE OF WORK
This is highly responsible technical and supervisory human resources administration work in the County's central human resources agency.
Work involves supervising and participating in the administration of such areas as: Staffing Services, Labor Relations, Compensation Services or Employee Development. Work includes the assignment, planning and review of work done by technical and clerical subordinates as well as assistance with the more complex issues and may include managing a section of the Division of Human Resources. Employee confers with administrative superiors on major administrative or policy questions but is expected to use considerable initiative and independent judgment in the performance of regular technical tasks. Work is reviewed through conferences and reports for adherence to established policies and achievement of desired objectives.
This class is distinguished from Human Resources Analyst II by the supervisory or lead worker responsibility and for utilizing considerable independent judgment and initiative in performing assigned work, and the greater experience required.
Supervises and coordinates the maintenance of the classification and pay plans; supervises and participates in classification and salary studies involving position audits, allocation of positions to classes, writing classification specifications, conducting salary surveys, and preparing reports reflecting classification and salary recommendations.
Supervises and coordinates the planning and implementation of supervisory and employee training programs; plans and conducts necessary research to implement and bring innovation to future training programs; confers with management of other divisions regarding the development of new training programs.
Supervises and coordinates the recruitment, examination and placement function, including such activities as announcing and publicizing examinations, constructing and administering tests,
scoring and rating tests, evaluating test results, validating tests, and establishing lists of eligible candidates.
Supervises the administration of labor contracts; advises county officials on all employee/labor relations matters; represents the County in contract negotiations with employee or union organizations.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of the principles and practices of human resources administration.
Considerable knowledge of the civil service law, rules, and regulations.
Considerable knowledge of the methods and techniques involved in the administration of a civil service classification and pay plan, recruitment, examination and placement program, employee development and employee/labor relations.
Considerable knowledge of statistical concepts and methods used in the examination processes.
Ability to plan, assign and supervise the work of a staff of technical and clerical employees.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four year college or university with major course work in business or public administration; considerable experience in human resources administration work; or any equivalent combination of experience and training.
