NATURE OF WORK
This is technical real estate work reviewing real property appraisals prepared by non-County consultants.
Work involves reviewing real property appraisal reports prepared by fee appraisers under contract to the County. Incumbent ensures that appraisals are compliant with the Uniform Standards of Professional Appraisal Practice (USPAP). Employees in this class also serve as in-house consultants to other County staff on real property valuation matters. Expert judgment is exercised on regular assignments.
Work is reviewed through observation of performance, conferences, reports and evaluation of results achieved.
ILLUSTRATIVE TASKS
Reviews assigned appraisal reports for residential, commercial, and other property classifications included in County real estate transactions; prepares written appraisal reviews that conform with Standard 3 of USPAP.
Assists in preparation of Requests for Proposal for appraisal services and assists in scheduling and supervising the work of consulting appraisers.
Assists in processing invoices for payment and distributing appraisal reviews and reports to the appropriate client agency.
Consults with County staff on the appraisal aspects of property acquisition, management, and disposal.
Assists in contracting for, and the review of, other Due Diligence activities such as Phase I and Phase II environmental assessments, tree mitigation analyses, surveys, and wetlands delineation studies.
Assists in continuous in-service training related to the appraisal of real estate.
Performs related work as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of real estate appraisal theory, standard methodology, and practices, including a comprehensive working knowledge of the Uniform Standards of Professional Appraisal Practice.
Knowledge of real property legal instruments, legal descriptions, and interests in real property title.
Ability to comprehend engineering construction plans for roadways and canals in order to determine rights-of-way and acquisition of land for public use and eminent domain proceedings.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from high school, supplemented by course work in real estate appraisal; five (5) years experience in real estate appraisal and appraisal review, to include both residential and commercial appraising; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
State Certification as a General Appraiser is required.
