LIBRARY SPECIALIST III

NATURE OF WORK

This is specialized technical, supervisory and administrative work in the library system.

Work involves responsibility for the administration and effective operation of a specialized unit of the library system. Work requires familiarity with the subject matter of a specialized unit of library work and the exercise of initiative, independent judgement and discretion in handling administrative duties. Employees in this class train and supervise professional, para-professional and clerical staff in the performance of duties or work in the capacity of project manager responsible for programs/special events, and directing staff and/or volunteers. Work may involve heavy public contact with independent judgement exercised to resolve complaints and problems. Administrative and technical supervision is received from the head of a major library section. Work is reviewed through conferences, reports and program achievements.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from a Library Specialist II by the additional experience required, by the supervisory or project management responsibilities and the responsibility for considerable independence in managing and coordinating a program, project or work unit of major scope.

ILLUSTRATIVE TASKS

Supervises professional, para-professional and clerical staff, and participates in specialized professional library activities.

Provides specialized professional level staff assistance to an administrative superior in assigned areas of operation; advises on matters pertaining to programs, projects or work unit assigned; develops program or work area procedures and schedules.

Performs administrative functions related to a specialized area of library work; interprets and explains policy regulations and operating procedures.

Initiates community contacts in the interest of the library.

Provides reader advisory services; evaluates books and makes book selections for library patrons; confers with library patrons about complaints or other public relations matters.

Develops and implements system-wide programs, exhibits and community outreach activities.

Serves as project manager, working with staff and/or community groups, volunteers or contract employees, coordinating special events, programs and exhibits.

Reviews and recommends selection of books and other library materials; supervises the weeding and eventual discarding of materials.

Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.

Develops, implements, oversees and maintains financial and circulation data.

Develops and implements a plan of service in literacy, programming/community outreach, periodicals, audio visual services or circulation.

Selects, trains and supervises staff.

Oversees the selection, training and supervision of community service workers and volunteers.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of professional library methods, materials and practices appropriate to area of assignment.

Considerable knowledge of the current literature, trends and developments in the field of library science appropriate to the areas of assignment.

Considerable knowledge of the functions and operations of the specialized unit to which assigned.

Ability to plan, manage and coordinate a program, project or work unit of major scope.

Ability to plan, organize and supervise the work of professional, para-professional and clerical staff as required by work assignments.

Ability to review and make recommendations for the selection of books and other library materials.

Ability to analyze administrative library problems and make recommendations for their solution.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with course work appropriate to area of assignment; four (4) years experience in professional library work, programming/community outreach or public relations activities, as appropriate to area of assignment; including supervisory or project management experience; or any equivalent combination of relevant training and experience.
